    Paine, Thomas 1737-1809, Anglo-American political theorist and writer, b. Thetford, Norfolk, England. He was the son of a Quaker. An excise officer, he was dismissed from the service after leading (1772) agitation for higher salaries. Paine emigrated to America in 1774, bearing letters of introduction from Benjamin Franklin, who was then in England. He soon became involved in the clashes between England and the American colonies and published the enormously successful pamphlet Common Sense (Jan., 1776), in which he argued that the colonies had outgrown any need for English domination and should be given independence. In Dec., 1776, Paine wrote the first of a series of 16 pamphlets called The Crisis (1776-83). These essays were widely distributed and did much to encourage the patriot cause throughout the American Revolution. After the war he returned to his farm in New Rochelle, N.Y. In 1787 he went to England and while there wrote The Rights of Man (2 parts, 1791 and 1792), which defended the French Revolution in reply to Edmund Burke's

    Four years later, he published part one of Rights of Man, followed by part two the next year. In Rights of Man, Paine replied to Edmund Burke's criticism of the French Revolution. Paine's treatise was condemned in England, and he was outlawed, so he moved to France. Without ever learning how to read or speak French, Paine participated in French politics, helping to draft a constitution, which was never adopted, and serving as one of two foreigners on the National Convention. In 1793, Paine was imprisoned in the Luxembourg Prison, where he lived in fear of execution. James Monroe, American Ambassador to France, secured Paine's release after the French Terror ended. Nevertheless, Paine publicly denounced the Washington administration in 1796 for having failed to help him.
    After his release, Paine completed The Age of Reason, an attack on revealed religion, on the basis of which he was accused of being an atheist. He published Agrarian Justice in 1797, and returned to America five years later, where he was ignored by the intellectual community. By 1809, he was interred on his farm in New Rochelle, New York, where he died. Radical reformer William Cobbett wished to return Paine's bones to England for a memorial burial ten years after his death, but lost the remains after they were exhumed.

The rights of man, being an answer to Mr. Burke's attack on the French Revolution. - 4th ed. - (London: J.S.Jordan, 1791) Exeter Reference Library: o1791. - ESTC t005868 Thomas Paine (1737-1809) had worked for the cause of American independence in the 1770s and had written many pamphlets in the cause of liberty. The present work was written as a reply to Burke's horrified reaction to the events in France and clearly and forcibly lays down the fundamental rights which must be protected, even at the risk of excesses being committed to maintain them. It has become a beacon for radical thinkers and a clear exposition of the fundamental principles of democracy. Paine was elected a French citizen in 1792 and became a member of the National Convention. His works were stocked by Robert Trewman, publisher of Trewman's Exeter Flying Post newspaper, before Paine was burned in effigy, together with his works, in Exeter, as in a number of other towns across Devon.
