Bill Richardson was United States secretary of energy from 1998 to 2001, under President Bill Clinton. From January 1997 until he became energy secretary, Richardson was United States ambassador to the United Nations. He was the first Hispanic American to hold that post. Richardson, a New Mexico Democrat, had served in the U.S. House of Representatives from 1983 to 1997. After Clinton became president in 1993, he sent Congressman Richardson on several diplomatic missions. Richardson's diplomatic achievements included negotiating the release of Americans held hostage in North Korea, Iraq, and Sudan. Richardson was born in Pasadena, California. His full name is William Blaine Richardson. His mother was Mexican, and his father was a non-Hispanic banker from Boston who worked in Mexico. The family lived in Mexico City from the time Bill was 1 until he was 13. They moved to Concord, Massachusetts, in 1961. Richardson earned a B.A. degree from Tufts University in 1970 and an M.A. from the Fletcher School of Law and Diplomacy at Tufts in 1971. He moved to New Mexico in 1978 and was first elected to Congress there in 1982.

Now President Clinton has another rescue mission for Richardson: Save his "fast-track" free-trade plan. With the legislation in deep trouble in Congress, Clinton has summoned Richardson to return to Washington from New York, where he is U.S. ambassador to the United Nations, to work the same magic on Capitol Hill that has succeeded for him in foreign capitals. "Here's a guy who's accustomed to picking up a basket case," a senior White House official said yesterday. The decision to temporarily recall Richardson from diplomatic duty is a telling sign of just how rough the sledding has been for the administration as it tries to persuade Congress to expand Clinton's authority to negotiate international trade agreements. With just a couple of weeks before lawmakers leave town, Clinton is running out of time to change some minds and meet his goal of winning passage by the end of the year. If the matter is postponed until next year, aides believe, their chances may be doomed. The fast-track legislation would permit the president to broker trade pacts that can be rejected by Congress but not amended, just as previous executives could do. Clinton considers such authority critical to maintaining the nation's economic strength in global markets, but union leaders and environmentalists believe it will make it easier for companies to avoid U.S. labor and pollution standards.

You probably know the story of the Pied Piper of Hamelin. A to wn agrees to pay 500 gold pieces to whoever can rid them of a terrible infestation of rats. A piper comes and to everyone's amazement leads the rats out of town by playing his flute. The mayor of the town refuses to pay him, so he picks up his flute again and leads the town's children away, never to be seen again. CBC broadcaster Bill Richardson has always been fascinated by the story, and wondered, "what happened then?" In some versions of the story, one child is left behind, either because he is disabled and can't follow the piper, or because she is deaf and cannot hear the tune. Bill's book After Hamelin tells the story of the child who was left behind, Penelope, and her journey to free the children of Hamelin. In Hamelin, when a girl turns eleven, she visits a wise hermit named Cuthbert, who tells her what her special gift or talent is. On the morning of her "elevening", 3 months after the plague of rats has ended, the harper's daughter Penelope wakes up to complete silence. She has lost her hearing - but that is just the beginning of her losses. That day, the Piper returns to take revenge on the town of Hamelin for not paying him. Every child but Penelope and her blind friend Alloway, who tried to follow but got lost, has disappeared. Cuthbert reveals Penelope's special gift, and sends her on the perilous journey to save the children of Hamelin. Her battle with the evil Piper takes place in a place somewhere between dreams and reality. Along the way, Penelope is joined by a ragtag band of friends - including a squeamish skipping dragon named Quentin, Belle the singing Trolavian, and Ulysses the three-legged dog.

    Bill's Bio Bill Richardson is well-known and much-loved by CBC Radio audiences for his work as a host on both Radio One and Radio Two. In addition to his popularity as a broadcaster, Bill is a well-known columnist, writer and humorist. Bill has written a dozen books, including The Bachelor Brothers Bed and Breakfast which won the Stephen Leacock Medal for Humour in 1994.

After spending a year in Montpellier, he moved to Vancouver where he completed a Master of Library Sciences. He then worked as children's librarian, before turning to writing and broadcasting.
