The latter is a major prerequisite for increasing Africa's share of foreign direct investment (FDI) flows, currently amounting to less 1% of global FDI. Q Why is ITC bringing African business and international aid communities together? A ITC’s involvement in promoting local aid procurement evolved from our intra-African trade promotion programme. This programme reflects a commitment by the organization to make a major effort to change the business community’s attitude, both within Africa and outside the continent, towards African producers and consumers. There is considerable potential for trade expansion in Africa that is not being exploited. ITC identified several barriers against this expansion: a faulty but widespread perception that Africa is an exporter or producer of only a few primary commodities; a lack of transparency and information within the trade environment throughout the region; and lastly, a credibility gap or an anti-African bias that was sceptical of the capacity of African producers to supply quality materials at competitive prices. The experience we gained from ITC’s intra-African trade promotion programme led us to believe that there would be merit in bringing international aid agencies closer to African suppliers. Currently, African suppliers are not tuned in to the needs of the aid agencies and there is a credibility gap on the part of the agencies vis-à-vis the capacity of Africa to supply. There is a general belief that African producers cannot supply the same quality materials at competitive prices.

For further details see EU exports of goods to sub-Saharan Africa (excluding South Africa) were worth £14,558 million in 2001, against imports of £17,250 million in the same year. South Africa South Africa is a signatory to the Cotonou Agreement, but benefits from only a limited form of membership. Instead, as part of efforts to support the process of political change and transition in South Africa following the abolition of the Apartheid system, the EU and South Africa signed a Trade, Development and Co-operation Agreement (TDCA) in October 1999. This Agreement is designed to promote the development of close relations between the two parties, the expansion and reciprocal liberalisation of trade and the strengthening of co-operation. The trade provisions of the TDCA came into provisional effect on 1 January 2000 prior to ratification by all the EU Member States. (South Africa has already ratified the agreement.) These will bring free trade between the EU and South Africa over a 12-year transitional period in accordance with WTO rules. The EU will provide duty free access for about 99% of South African industrial products and about 75% of its agricultural products, with most EU liberalisation being completed by 2002. South Africa will open its market to 86% of EU industrial goods, but will keep protection for its car and textiles industries. It will liberalise trade at a slower pace, with many of its tariff cuts not beginning to take effect until 2005. The Agreement also contains provisions on services, government procurement, intellectual property and competition policy.

    Extractions: Contact us This program builds on the success of a study by Partnership Africa Canada of the Sierra Leone diamond trade and its international connections which resulted in the publication of The Heart of the Matter: Sierra Leone, Diamonds and Human Security in January 2000. The study demonstrates the centrality of diamonds to the brutal conflict in Sierra Leone. The report describes the diamond industry in Sierra Leone and the chain of intermediaries between miner and jeweler, as it existed at the beginning of 2000. Much has changed since then, in part because of this report and the work of many concerned individuals, organizations and governments. De Beers, for example, has stopped buying 'outside' diamonds entirely, and has dramatically restructured its operations. The Belgian Government has tightened its controls, and the Diamond High Council in Belgium has worked closely with the Governments of Sierra Leone and Angola to develop a tamper-proof certification system for rough diamond exports. The Diamond High Council is presently working with Côte d'Ivoire, Guinea and Congo to develop similar certification systems. In July 2000, the diamond industry at large created the World Diamond Council which has developed proposals for an international system of rough diamond controls. Through 2000, a series of intergovernmental meetings took place in Europe and Southern Africa in an attempt to develop standard international legislation aimed at curtailing the trade in conflict diamonds.
