The territorial government is patterned on that of the United States, with some important local wrinkles. American Samoans elect their own governor, who's head of the executive branch, and they choose members of their House of Representatives, the lower house of the bicameral legislature known as the Fono. In the upper house, senators are picked by the chiefs in accordance with Samoan custom. The Fono has authority over the budget and local affairs, although both the governor and the U.S. Department of the Interior can veto the laws it passes. A political appointee from Washington, D.C., heads the third branch of government, the High Court of American Samoa. The court has a special department that deals exclusively with land ownership and matai titles.

Extractions: History: For the history of American Samoa before the mid-19th century, see the entry for Samoa (until recently, Western Samoa). US interest in Samoa was prompted by the late-19th century search for a deep-water port in the South Pacific. Control of the islands was eventually divided between the USA and Germany; the USA took Tutuila in order to use Pago Pago Bay as a coaling station. As Washington had no established apparatus for colonial government, the US Navy was put in charge. Despite the US presence, island life remained largely unaffected until the 1940s, when American Samoa acquired great strategic importance in the course of the Pacific war, and was subject to a huge influx of US Marines. After the war, the Americans started to encourage the island towards self-government. In 1956 the first indigenous Samoan governor was appointed, followed a decade later by a new constitution that sought to guarantee the rights of the local inhabitants in matters of land ownership and civil rights. The first full election for the post of governor was held in 1977. The post is currently held by Tauese P Sunia, who narrowly won the gubernatorial elections in November 1996, and was re-elected as incumbent at the most recent poll four years later.

It is of great value as a naval base, and because of this, the United States as far back as 1872, secured the cession of the harbor by a native king. The American Samoan group comprises the islands of Tutuila, Rose, Tau, Olosega, Ofu, Aunuu and, since 1925, Swain's Island. With the exception of Swain's they were obtained in 1899 by annexation through a tripartite treaty between the United States, Great Britain and Germany. Congress did not legalize American control over Samoa until February 20,1929. The other islands of the group, known as Western Samoa, were under German sovereignty up to the close of the world war, and are now under the League of Nations as a mandate to New Zealand. The islands are about 2700 miles east of the northern tip of Australia and 2200 miles south of Hawaii. The majority of the 12,000 natives are pure Polynesian, having their own Samoan language. Virtually all are Christians, divided among various Protestant denominations.

Since World War II, American Samoa has developed into a modern, self coverning political system. The government is divided into three branches: Executive, legislative, and judical. The Governor and Lieutenant Governor head the executive branch and are elected to four year terms. The legislature, or Fono , consists of two houses: the Senate, selected by each matai (village chief) and the House of Representatives, elected by the general population. The judicial branch is part of the U.S. judicial system. American Samoa has a non-voting representative to the U.S. Congress.

(b) If the Government Comptroller for American Samoa finds that an expenditure is irregular or not pursuant to law, he may take an exception against the certifying officer. The certifying officer will be responsible for clearing the exception by recovering the expenditure or taking appropriate actions. It is required that all certifying officers be bonded and that no bond bereleased until all exceptions are cleared. Any exceptions deemed necessary by the Government Comptroller to be brought to the attention of the Secretary shall also be brought to the attention of the Chairman of the appropriate Committees of the Congress.
