In the United States, one in ten children and adolescents suffer from mental illness severe enough to cause some level of impairment in functioning at home, in school, or in the community. Lack of parity for mental health services is a problem for all insured individuals, including children. Early intervention is crucial for all children with mental health needs. Research has shown that behavioral and emotional problems are more prevalent among poor children than non-poor children. This may be due to multiple policy and practice issues, including access to services, lack of health insurance, mental health system capacity, misdiagnosis, and parentsÂ’ own mental health issues.

The City provides water and trash collection at the gardens. A Community Gardens Advisory Committee meets bi-monthly to discuss garden-related issues and resolve problems. The annual cost for a plot was recently raised from $18 to $40. As of December, 1996 there was a 2 to 3 year waiting list with 126 people waiting for garden plots to become available. In 1991 the City began sponsoring annual Sustainable Landscape workshops and bi-monthly tours of local sustainably-designed residential gardens. The workshops and tours are directed at residents and landscape professionals to promote the use of sustainable practices in the design and maintenance of landscaped areas. To document ExtensionÂ’s current capacity, a 74 - item Organizational Change Survey ( loosely based on the national agents surveys conducted by the Search Institute in 1993-96) was distributed in 1998 to 327 K-State Research and Extension faculty, researchers, administrators and local personnel and with a 76% response rate. A version of the survey is being sent out to a sample of local Extension Executive Board members in June, 1999. The survey will help us understand how other key Extension partners view our current capacity. The survey questions have been adapted for Executive Board members.
