Flake Five minutes into any discussion on the subject of teacher certification you're bound to hear the analogy: "If you needed heart bypass surgery, wouldn't you insist on having a licensed surgeon perform the procedure? Well, then, you certainly wouldn't want an uncertified teacher instructing your child, would you?" But is an uncertified teacher with a piece of chalk really as dangerous as an unlicensed physician wielding a scalpel? Hardly. In fact, on the whole, teacher-certification requirements do more to deter good teachers than to ensure them. There has long been anecdotal evidence that non-certified teachers do a pretty good job educating children. Most of the teachers employed in private schools are not certified, yet private school students routinely outscore their public school counterparts. Similarly, students who are home-schooled score better than students in public schools, although their parents rarely have the credentials required of public school teachers. Such evidence, however, is usually dismissed as just another indication that public schools are teaching those kids who are hardest to educate. Thus, the "certified means qualified" argument survives to this day. Times are changing. Arizona's charter school law, unlike most charter school laws around the country, allows non-certified teachers in any classroom. While most of the 250-plus charter schools around Arizona still have self-imposed requirements to use certified teachers, a good number do not. Therefore, we finally have a substantial pool of non-certified public school teachers. While it is still too early to make many scientific comparisons, anecdotal evidence tends to confirm the suspicions of those who dismiss the value of teacher certification.

Extractions: The STEP post-baccalaureate teacher certification program is a field-based immersion program that requires full time participation by students for one semester and one academic school year. Students attend one session of summer school from July 7- August 1, 2003 from 8:00 AM- 3:30 PM daily. During the school year, beginning August 6th, students will work side-by-side with master teachers in classrooms. On Mondays and Wednesdays, students follow the elementary school schedule for teachers. Extractions: No Child Left Behind Challenge With the passage of the No Child Left Behind Act , Congress issued a challenge that calls for a highly qualified teacher to be in every American classroom by the end of the 2005-2006 school year. How far do states have to go to meet this challenge? Well, some may have a longer road to travel than others. The inaugural report to Congress on teacher quality was released in June 2002. According to the federal report, Meeting the Highly Qualified Teachers Challenge , many state certification programs allow into their classrooms teachers who lack solid content knowledge in the areas they teach. State certification programs vary, and many are outdated or weak. The report argues that raising academic standards and lowering barriers (such as methods or theory courses) will attract more highly qualified candidates to the teaching profession (U.S. Department of Education, 2002b). One option for recruiting qualified candidates is implementing alternative certification programs that aim to transition retired military personnel, midlevel professionals, and college graduates into the field of teaching. Popular alternative certification programs include Troops to Teachers, Transition to Teaching, and Teach for America. In contrast to the standard course work at a school of education, these alternative certification routes generally provide a fast track to teaching for those who lack the requirements for traditional certification but have strong subject knowledge backgrounds. Currently, 45 states offer alternate certification routes, but only 175,000 teachers nationwide hold alternative certificates, accounting for only six percent of the teacher workforce (U.S. Department of Education, 2002b).

The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state.
