Using his thirty years' experience in regional and city planning and cultural heritage within the territories of the former Yugoslavia, Prof. Branislav Krstic-Brano clearly explains the history and the complex causes and consequences of the ethnic and territorial conflict that erupted in bloody confrontation throughout Kosovo in the late nineties. Taking a multidisciplinary approach, the author examines demographic changes; ethnic development of settlements; land ownership; Serbian and Albanian historical monuments, whose listing and preservation are regulated by international conventions; changes in state constitutions; the role of international law in resolving national disputes; and the great powers' strategy for dealing with the Kosovo crisis.

The crux of the problem, as Krstic-Brano shows, is that two peoples claim legitimate rights to the same territory: the Serbs claim a historical right and the Albanians counter that they have an ethnic one. Without favoring either side, the author presents the facts regarding the unique Serbian cultural heritage in the province and the rapid growth of the local Albanian population in the last four decades. Krstic-Brano illustrates how the great powers waged war but failed to ensure peace. He constructs a viable solution to the cultural, ethnic, and political strife - one that he hopes will satisfy both sides of the conflict. The author concludes on a cautiously optimistic note, arguing that the international community has a new opportunity to reconcile the Serbs and Albanians on the basis of population size, land ownership, and origin of cultural monuments.

Excerpt: The Battle of Dyrrhachium (near present-day Durrës in Albania) took place on 18 October 1081, between the Byzantine Empire, led by the Emperor Alexius I Comnenus, and the Normans of Southern Italy under Robert Guiscard, Duke of Apulia and Calabria. The battle was fought outside the city of Dyrrhachium (also known as Durazzo), the Byzantine capital of Illyria, and ended in a Norman victory. Following the Norman conquest of Byzantine Italy and Saracen Sicily, the Byzantine Emperor, Michael VII, betrothed his son to Robert Guiscard's daughter. When Michael was deposed, Robert took this as an excuse to invade the Byzantine Empire in 1081. His army laid siege to Dyrrhachium, but his fleet was defeated by the Venetians. On 18 October, the Normans engaged a Byzantine army under Alexius I Comnenus outside Dyrrhachium. The battle began with the Byzantine right wing routing the Norman left wing, which broke and fled. Varangian mercenaries joined in the pursuit of the fleeing Normans, but became separated from the main force and were massacred. Norman knights in the centre attacked the Byzantine centre and routed it, causing the Byzantines to run away. After this victory, the Normans took Dyrrhachium in February 1082 and advanced inland, capturing most of Macedonia and Thessaly. From the supplier: The 1924 Fan Noli revolution in Albania was doomed from the beginning. Noli was idealistic and liberal and someone who understood little of interwar Albanian politics. Chaos resulted from his movement's lack of cohesion and Noli's inexperience. Noli was unable to win the international community's confidence and a much-desired membership in the League of Nations for his country. His courting of the Soviet Union did not help international opinion of him. After this inter-war experience with reform, leadership went to the authoritarian Zogu.
