Description:
Coastal areas of Bangladesh frequently experience tropical cyclones and associated tidal bore. In order to prevent cyclonic or storm-surge flooding and to increase crop production by preventing intrusion of saline ocean water, many coastal embankment projects were initiated in the 1960s by the Bangladesh government. After construction of these embankments, particularly their reconstruction in 1991 has increased the frequency of flash floods in coastal areas. The objective of this study is to examine to what extent the reconstruction of embankment is responsible for the increased severity of flash flooding at the Chokoria thana of the Cox's Bazar district, Bangladesh. Using hydrological data and perception of the respondents on the increased flooding through the rapid rural appraisal (RRA) method, it was found that severity of the flood increased after the reconstruction of embankments in 1991. The reader might despair of Bangladesh after reading this book. It describes the massive overcrowing of > 100 million people on a riverine delta. Subject to annual flooding, as has just happened last week. In this case, due to a cyclone.

The book describes how most of the land is at sea level. Actually quite fertile, due to the silt deposited by the rivers, that builds up the delta. Historically, this very fertility led to today's huge population. But the episodic flooding (quite apart from the cyclones) gives a concomitant death toll and massive property damage. The latter being inflicted on people with already very little.

Various remedies are proposed. The reader might ponder the efficacies of these. Well meaning, though maybe just palliatives. If much of the population could migrate to other countries, that would ease many of the problems. But India is the only obvious choice, and is unlikely to permit this. ... Read more

From the author: Temporal and spatial patterns of damage to rice crops in Bangladesh resulting from river flooding are analyzed countrywide for the period 1962 to 1988 and at the district level from 1967 to 1988. Floods annually damaged approximately 4 percent of total rice production, but districts varied markedly in flood-related crop losses. Absolute magnitude of these losses over time may not justify expensive and controversial flood-control initiatives currently being implemented in Bangladesh.
