PWGSC then decided to extend the usage of the list to large scale purchases by using a "best bang for the buck" philosophy. Rather than evaluating products on price alone, PWGSC looked at the technical performance of the hardware and "discounted" that product’s comparative price accordingly. For example, the vendor’s product that rates the highest, technically speaking, would receive a percent discount to its listed price. Likewise, the product that rates the lowest would receive no discount and its price would remain at face value. NSTL created a system that would reward quality in terms that were easily quantifiable – and understandable. When government agencies now looked at price, it meant more than just Canadian dollars and cents.
