The Pros And Cons Of Capital Punishment Background. capital punishment is the lawful infliction of death as a punishmentand since ancient times it has been used for a wide variety of offences. http://www.richard.clark32.btinternet.co.uk/thoughts.html
Extractions: Conclusions Background. Capital punishment is the lawful infliction of death as a punishment and since ancient times it has been used for a wide variety of offences. The Bible prescribes death for murder and many other crimes, including kidnapping and witchcraft. By 1500 in England, only major felonies carried the death penalty - treason, murder, larceny, burglary, rape, and arson. By 1700, however, Parliament had enacted many new capital offences, and hundreds of persons were being put to death each year. Reform of the death penalty began in Europe by the 1750s, and was championed by academics such as the Italian jurist Cesare Beccaria, the French philosopher Voltaire, and the English law reformers Jeremy Bentham and Samuel Romilly. They argued that the death penalty was needlessly cruel, overrated as a deterrent, and occasionally imposed in fatal error. Along with Quaker leaders and other social reformers, they defended life imprisonment as a more rational alternative. By the 1850s these reform efforts began to bear fruit. Venezuela (1853) and Portugal (1867) were the first nations to abolish the death penalty altogether. In the United States Michigan was first state to abolish it for murder in 1847. Today, it is virtually abolished in all of Western Europe and most of Latin America.
Extractions: for Students ... Articles by Alpha NEWS-JOURNAL EDITORIAL Every argument in favor of the death penalty is based on the assumption that the threat of execution prevents those who might otherwise commit murder. It's a spurious argument at best. But it truly fails when the accused murderer can't understand his own crime, let alone the potential consequences. Executing mentally retarded people is a barbaric act, especially since many are wrongfully convicted. It's not uncommon for a retarded defendant to confess in an attempt to be helpful or to show off. They often have difficulty recalling the truth and can be easily persuaded to change their minds. But the bottom line is this: They can't comprehend what's going on. Executing someone like that, even when they're guilty, serves no purpose. If anything proves that point, it's the case of Johnny Paul Penry. Penry was brain-damaged at birth, and brutally abused from infancy. His multiple problems make his actual IQ hard to diagnose, but psychologists say he probably scores in the low 50s, with a mental age of about 7. Socially, his development was slowed even further by the abuse, which included a year spent locked in a closet and a deliberately broken arm that was never set. There is no doubt that Penry raped and murdered Pamela Carpenter in 1979. But there can also be no doubt that he didn't understand his crime. Now on Texas' death row, Penry spends most of his time coloring and looking at comic books.
Extractions: for Students ... Articles by Alpha News-Journal Editorial Civilized societies do not sentence children to death. They do not execute the mentally retarded. Florida's lawmakers don't seem to grasp that. They're pushing a constitutional amendment that, if approved by voters, would strip Floridians of basic rights and allow horrendous miscarriages of justice. There's no need for this legislation. Florida's death penalty is grimly secure despite the gradual shift in public opinion away from executions. Recent action in both courts and the Legislature rendered even speculative threats moot. The situation was slightly different in 1998, when lawmakers asked voters to approve an amendment preserving the death penalty. At the time, the gruesome outcomes of badly botched electrocutions were fresh in everyone's memory, as was the Florida Supreme Court's admonition that the state was headed for a constitutional train wreck if its death-penalty law wasn't revised. That spawned a 1998 constitutional amendment, which was really aimed at preserving the electric chair, not the death penalty. The amendment didn't prevent the eventual switch to lethal injection but it did remove the state prohibition against cruel or unusual punishment for any crime.

Extractions: DEATH PENALTY: PROS AND CONS Parliamentary Hearings on Death Penalty Moratorium On 30 May the House of Representatives of the National Assembly held hearings on death penalty moratorium. Representatives of Belarusian human rights organizations, including Viasna, were invited to the hearings. The topic "Political and legal problems of banning the capital punishment in the Republic of Belarus" made it clear that no definite decision would be taken. The deputies only debated the issue. The very first speaker remarked the hearing would be of a consultative nature. Opening the meeting Vice-Speaker Uladzimir Kanaplow mentioned that the deputies had gathered there not for making specific decisions: "Hardly anybody can give a definite answer, whether we need death penalty in our legislationÂ… Generally speaking, this is a very important issue, hasty decisions are unallowable". Indeed, during the 4 and a half hours hearing guest experts and MPs voiced different ideas and opinions. The speakers definitely did not show unanimity of views. However, the majority of speakers were neither for, nor against death penalty moratorium, noting that in many ways society was not ready to take such a serious step. Practically all speakers spoke on the subject of Europe's influence on the issue. Deputy Prosecutor General Mikhail Sniahir said: "We can draw nearer to Europe, going our own ways. We shouldn't grovel at their feet to be accepted into the European structures. Moreover, I should put it clear, they have a special attitude to Belarus, and it is not always inspired by warm feelings and a desire to help us".

He murdered his parents, sisters, brothers, relatives and even a friend. Qashash, a teenager, was sentenced to death a year ago for first degree murder that ended the lives of 13 people. Last week, Bilal Mussa, 27, was hanged at dawn at the Swaqa prison for murdering 11 people over a four-year period. His wife was sentenced to prison for complicity. This brings the number of executions to eight this year. Not everybody, though, agrees with the imposition of capital punishment. Some believe the gallows that ended the lives of Qashash and Mussa must be cut off. Is capital punishment a fair verdict? Why do many support it, while others oppose it?
