The problem, explained Catlett founder of Junkbusters and a participant in a Commerce Department meeting Tuesday on Internet privacy and ecommerce is that his mom has decided the Internet is no place for private citizens. "I don't think cyberspace really sounds like a very safe place," she recently told her son. Her concern stems from precisely the quality that makes the Web so attractive to 21st century marketers: its ability to track her electronic whims. As she explained to her son, "I had thought that surfing the Web was like watching TV, that no one was watching when I changed the channel." The reason the Clinton administration has taken an interest in the Internet, of course, is that it isn't like TV at all. Television created a new form of entertainment, changing the way generations of viewers experienced the world and news. But the Internet is another order of magnitude.

Launched Monday, Gov.search invites users to sift through more than 3.8 million Web pages of government and military documents. The site is the result of a partnership between Northern Light Technology and the National Technical Information Service (NTIS). Extractions: 06:12 PM May. 08, 1997 PT When the Commerce Department on Thursday gave its blessing to the export of the strongest available encryption products for electronic banking and finance, the Clinton administration wasn't really giving any ground on its stance on key recovery. That's because the likely customers for these products - banks and financial institutions - are already subject to tough rules when it comes to tracking transactions and accounts to individuals. And these institutions are legally bound to share this information with the authorities. Given the scope of current regulation, the Commerce Department's key recovery requirement would only be duplicative, a department spokesperson said. That's why banks have been allowed to export government-approved Data Encryption Standard technology since the early 1980s. And that's why they'll now be able to use stronger encryption to secure transactions, including account and credit card numbers. The government standard has a fixed-key length of 56 bits; encryption being readied for electronic commerce such as Secure Electronic Transaction can have keys of 1,024 bits and longer. It is assumed that it would take years and enormous computing power to crack the longer keys.

Its one of the reasons he joined the Air Force 18 years ago and still serves his country today as a member of the Air Force Reserve. Its also one of the reasons he enjoys his civilian job as an electronics technician for the National Weather Service, where he travels to remote Kansas airports to maintain equipment. His interest in aircraft explains why Gill noticed an old Piper Tri-Pacer sitting near where he and another person were working last March at an airport in Russell, a small town in northeast Kansas. About an hour after noticing the aircraft, as the two worked out of the back of their vehicle, Gill heard what he described as a loud thud. I looked around the corner of the truck and saw the plane upside down, its wings and propellers all bent up, said Gill, a maintenance squadron master sergeant in the 931st Air Refueling Group at McConnell AFB, Kan. The two men immediately ran over to help the pilot, who was still trapped inside. The crash had bent the wings, which were blocking the doors from opening. They could smell gasoline as they pushed the fuselage away from the wings to remove the pilot, who was hanging upside down, held in place by his restraint system.

The finding clears the way for tuna caught under the terms of a binding multilateral environmental agreement to be imported into the United States with the dolphin-safe label, so long as no dolphins are injured or killed during the set in which the tuna are caught. Hogarth said that the United States would seek better enforcement of existing International Dolphin Conservation Program (IDCP) requirements and promote a strong package of improvements to the Program, including new requirements on a growing number of smaller vessels. As part of this commitment to dolphins in the ETP, NOAA Fisheries will continue to conduct research and monitoring on depleted dolphin stocks. Working with the IATTC and the Marine Mammal Commission, the agency will conduct annual reviews of the effectiveness of the IDCP and continue to develop conservation measures to recover depleted dolphins and maintain tuna stocks. NOAA Fisheries is expecting to fund research at approximately $3 million per year.

In recent weeks, the government has opened the business of registering Internet addresses ending in .com, .net, and .org to new competitors, terminating Network Solutions' five-year lock on the lucrative market. But Herndon, Virginia-based Network Solutions has refused to allow other companies access to its full database of registered names, sometimes called the "whois" database. "We strongly object to NSI's restrictive policy," Commerce Department general counsel Andrew Pincus said in a letter to the company dated 23 July and released Monday. Referring to the company's 1993 agreement with the government to register names, Pincus said, "nothing in the cooperative agreement, nor in existing law, gives NSI the right to restrict access to this information."
