March brought us the passage of Prop. 42, and even if not all of our members will benefit from the additional funds that this measure will bring through a boost in STA funds now that sales taxes on gasoline will go into the Public Transportation Account rather than the general fund, the passage of this bill sent a message loud and clear that transportation deserves a bigger share of the pie. I foresee that this is just the start of a brighter financial future for transit throughout the state. In addition, your Board has been meeting with the Community Transportation Association of America (CTAA) and working with them to craft a joint mobilization effort for the reauthorization of TEA-21. Our goals are the same: to increase funding and recognition for rural transit and to stress the importance of our members role in providing critical basic mobility to the most transit dependent. Our future looks brighter than it did just six months ago. I dont know about you, but I am vastly relieved. Thanks for joining us in our efforts to make Californias transit network the small and large, the specialized and the fixed route, the rural and the small urban, the non-profit and the contracted the very best in the nation! We started 2001 under the cloud of a looming recession, and ended it "at war with terrorism". What a long, strange trip its been. But with a New Year coming, its time to begin looking forward again and working on the issues that CalACT does best. As your new Chair, I am eager to help CalACT implement its adopted business plan, gear up for the reauthorization of TEA-21, build an active and positive legislative program, and put on two terrific conferences in 2002 Visalia and Konocti. I think this will be CalACTs best year yet! After 14 years on the Board, and as a founding member of CalACT, I believe I can bring my history and experience (and hopefully my sense of humor) to serve you well in the coming year as your Board Chair.
