State Department of Juvenile Corrections liaison Mike Kistler, based in Twin Falls and a tie between his department and south-central Idaho counties, reported that 474 juveniles were in full-time treatment programs located both in and out of the state. He said the department has used facilities in Texas, Washington, Utah and Oregon. Kistler said the out-of-state facilities are costly and sometimes less beneficial to patients because of the difficulty in involving family members. A south-central Idaho facility for treatment of juveniles might be the answer, Kistler said. He said the idea is still in its "infancy stage" but could be a recommendation of a national consulting firm, Chinn Planning Inc., which is analyzing the areas needs. "The whole goal is to get all the kids back in Idaho," Kistler said.

A startling result is that the Norton Police Department officers are making nearly half of the juvenile arrests in the Wise County and Norton. It is a remarkable and an alarming trend when compared to the combined neighboring communities. Norton is a small community consisting of only 8.8% of the combined populations of Norton and the communities throughout Wise County according to the 2000 Census data. The 2000 Virginia State Police Crime Reports show Norton with having a record of making over 42% of the juvenile arrests in the Wise County court system. Norton's population is 3,904 compared to Wise County's 40,123. The difference is size makes reasonable explanations difficult for juvenile arrest rates approaching half of Wise County and Norton combined. Some officials write-off the startling statics with Norton being a popular youth culture hub; or, the convergence of U.S. 23 and U.S. 58-Alternate with Wal-Mart. The problem appears much larger and defies such simplistic explanation.

Although there has not been extensive research into the deterrent effects of the stricter laws, the evidence that does exist indicates that deterrent effects are minimal or nonexistent, and that, in fact, trying juveniles in criminal court may actually result in higher rates of reoffending. To date, there's no extensive research comparing the lengths of prison sentences received by juveniles convicted in criminal court with those who remained in the juvenile system. What research exists indicates that juveniles convicted in criminal court, particularly serious and violent offenders, are more likely to be incarcerated and receive longer sentences than juveniles retained in the juvenile system. Despite this, however, they often actually serve only a fraction of the sentences imposed, in many cases less time than they would have served in a juvenile facility. A 1996 Texas study found that juveniles sentenced in adult court did receive longer terms than they would have received in juvenile court. However, for all offenses except rape, the average prison time actually served was only about 27 percent of the sentence imposed, in some cases shorter than the possible sentence length in a juvenile facility.

Holder Jr. told the Gannett National Conference for Reporters and Editors. Much news coverage of crime nationwide focuses on drops in the murder rate and juvenile crime, but statistics cannot measure the effects of crime, its impact on victims' families and on those arrested, Holder said in a luncheon keynote speech. Clinton administration anti-crime initiatives and increased community involvement in crime prevention have been catalysts for change, but new and troubling crime trends are emerging, Holder said. Crime in rural areas increased by 1 percent this year, due in part to a thriving methamphetamine market that spurred drug-related violence. Rape numbers have not decreased, even though other violent crimes have. "We must not be complacent as a result of our recent downturns,'' he said.

The Report draws together available statistics on crimes reported to police, police arrests and juvenile cautions, Higher Court and Children's Court activity, imprisonment and community corrections for the period of 1 January - 31 December 1995. Highlights of the report are: - A total of 281,049 offences were reported to police in 1995, an increase of 8.1% over 1994 figures. There was an increase of 9.8% in the rate of violent offences reported to police and an increase of 6.1% in the rate of reported property offences. Rates of reported crime increased for almost all offence types. Since 1991, the rate of robbery (armed and unarmed) reported to police has almost doubled, increasing from 46.8 to 78.3 per 100,000 residents. - Based on National Crime Statistics compiled by the ABS, Western Australia continued to record the highest rates of reported burglary and motor vehicle theft in Australia, however, the WA robbery rate was lower than the national average. About ten in every 1,000 Western Australians reported a vehicle stolen in 1995 and about 35 in every 1,000 WA homes were reported targets of burglary or attempted burglary. The homicide rate was slightly lower in 1995 (4.1 per 100,000 persons) than in 1994 (4.5 per 100,000), with no signs of an increasing trend when viewed in the long term.
