In July 2002, the TIPS programs became part of the Institute's organization. All related training programs and TIPS staffs were incorporated into the Institute. The Institute continues to be funded through a federal grant known as "402 Funds." These funds are provided to the Institute through the Pennsylvania Department of Transportation (PADOT). The Institute works very closely with PADOT on all major course offerings. The Institute educates approximately five thousand students every year. Students are primarily from Pennsylvania, but also include officers from other states, other countries and various federal governmental agencies. Our primary mission, however, is to train Pennsylvania police officers, who receive priority in attending our training courses. If student space is available, other outside agency personnel can be accepted. In addition, all of the Institute's training programs "travel" to sites throughout Pennsylvania to provide training to students in their home communities, helping to reduce the overall expenses to the individual police agencies.
