Of these, 9 percent reported that their local government had made a request for a payment or services in lieu of tax, and of the schools that were approached, about 5 percent agreed to provide funds or services. Ten of the 14 states are older, east coast, jurisdictions that tend to rely heavily on property tax revenues and to be broken up into small tax jurisdictions, and have experienced substantial business and residential flight from urban areas. California, with its Proposition 13, also is on the list, as are Texas and Florida, which both lack a state income tax to produce offsetting revenues. Other risk factors also are consistent with the reported results. Over 4 percent responding schools with boarding components reported that they had received a request for a PILOT/SILOT, while nearly 5 percent of day schools had been the object of a solicitation. About 3 percent of responding schools with boarding programs were making a voluntary payment without having been asked, compared with more schools with endowments between $1-30 million were solicited than those with more than $30 million or less than $1 million only 1 percent of day schools. The survey also indicated that far more urban/suburban schools than rural.
