Extractions: History The idea of formation of a National Olympic Committee evolved from the existing and functional Dominica Amateur Athletic Association (DAAA) and Dominica Lawn Tennis Association (DLTA). The Dominica Amateur Athletic Association was founded by Oswald B. Savarin and Felix A. Wilson in December 1982 responding to the call for its formation by Stephen Agar and Julius Lewis, two athletes of the Striders Athletics Club. Between late November 1985 and early 1986 a few sporting Associations were invited to the Sixth Form College (as it was called then) to a meeting to explore the formation of an Olympic Committee. Rupert Lake from Antigua gave some guidelines based on his experience and participation as an officer of the Antigua Olympic Committee. A Steering Committee to include Rolston St. Hilaire (secretary) and Felix Wilson (vice president) from the (DAAA), Joyce Rabess (Netball), Clifford Severin (DLTA) (treasurer) and Francis Dupigny (president). Dupigny became the first President nominated by Clifford Severin and elected in absentia. Dupigny had just retired from Barclays Bank as Manager and had indicated to Severin his willingness to serve.

In 1949, the Pan American Sanitary Organization and the World Health Organization agreed that the Pan American Sanitary Bureau would serve as the Regional Office of the World Health Organization for the Americas. In 1950, the Pan American Sanitary Organization was recognized as a fully autonomous and specialized inter-American organization. Thus, the Organization became a component of both the United Nations and the inter-American systems. The XV Pan American Sanitary Conference (San Juan, Puerto Rico, 1958) changed the name of the Pan American Sanitary Organization to the Pan American Health Organization. The name of the Pan American Sanitary Bureau remained unchanged. The fundamental purposes of the Pan American Health Organization are to promote and coordinate the efforts of the countries of the Region of the Americas to combat disease, lengthen life, and promote the physical and mental health of their people.

Extractions: THE HISTORY OF CARICOM T he establishment of the Caribbean Community and Common Market (CARICOM) was the result of a 15-year effort to fulfil the hope of regional integration which was born with the establishment of the British West Indies Federation in 1958. It was a Federal Government drawn from 10 member islands. Although a plan for a Customs Union was drawn up, emphasis was not placed on economic aspects of Federation during the four years of its existence. Economically the Region remained as it had been for centuries and not even Free Trade was introduced between the Member Countries during this period. The West Indies Federation came to an end in 1962 but its end, in many ways must be regarded as the real beginning of what is now the Caribbean Community. T he end of the Federation meant the beginning of more serious efforts on the part of the political leaders in the Caribbean to strengthen the ties between the islands and mainland by providing for the continuance and strengthening of the areas of cooperation that existed during the Federation. To this end in mid-1962 a Common Services Conference was called to take decisions on these services, the major ones among them being the University of the West Indies (UWI), founded in 1948 and the Regional Shipping Services set up during the Federation to control the operation of the two ships donated in 1962 by the government of Canada - the Federal Palm and the Federal Maple.

Extractions: Captain Francis. E .Richards The Dominica Grammar School Cadet Corps was first organized in 1910 during the tenure of Headmaster Skinner. The total strength then was 20 boys, including one (1) platoon Sergeant, and one (1) Corporal. For the next forty (40) years the instructors were drawn from the local Police Force. During that period, the Corps was never legally constituted until a later date. Mr. J.C. Bruney remembers the school population in 1931 to be 64 boys, spread through 2nd, 3 rd th , and 5 th forms. The Cadet Corps comprised 4 sections of 8 cadets, including one Sergeant. Mr. Bruney notes; that the low school population was directly related to the inability of most parents to meet the required school fees, the equivalent of $15.00 per term. The Headmasters salary was the equivalent of $960.00 (200 pounds sterling) per annum, plus a furnished residence. During the 1936 to 1945 era as a Cadet, Mr. Eric Watty recalls that recruits were required to be of sizeable stature and were selected from forms 3, 4, and 5. The uniform of the day was Australian bush hats, white shirts, black belts with brass buckles, white trousers, and black shoes. 33 obsolete Boer War rifles were issued for arms drill on ceremonial occasions. The outstanding boy at school led the march at Kings Birthday Parades, and Empire Day, under the watchful eyes of Police Parade Commander, Major Hill.

In a hastily convened meeting in St. Vincent, the airline blamed Caribbean Star headquartered in Antigua for its demise saying that the airline was engaged in predatory pricing. CARICOM governments are currently the main shareholders in LIAT and for years have had to bail the financially troubled airline. LIAT has operated in the Region for over thirty years and for most of that time has operated at a loss. In the process it has built a reputation for high prices and an abysmal timing schedule. At the St. Vincent meeting, Regional ministers discussed a possible pricing structure and bailout for LIAT.

Extractions: CarnivalCam 98 By Raymond Lawrence Persons who remember Carnival in the 1950's and early 1960's would remember all different types of costumes associated with Carnival such as 'sensay', 'cowboys' and 'sooswell soowi'. There were also those which are hardly found in Carnival today such as Indians and Wob Dwiyet bands. Of course other aspects of Carnival such as 'la po kabwit' and steel band features prominently. These were the two main types of music on the road. One major Carnival event in those days was the Float Parade on Carnival Sunday afternoon at the Windsor Park. Business places and various organizations would build very creative and attractive floats with some special theme. The trucks or trailers used for these floats were so well covered that you couldn't even see the driver. Floats would also come into town from the rural areas with the participants on the floats singing some Carnival songs to 'la po kabwit' rhythms. Carnival band presentation were always spectacular and band organizers went all out to ensure that costumes were well designed and representative of whatever theme they were depicting. The categories of judging then were usually historical, original, and advertising. The Thunderbirds of Newtown started organizing bands many years ago and has always staged impressive presentations.
