Extractions: A r c h i v e d I n f o r m a t i o n Biennial Evaluation Report - FY 93-94 Chapter 534 (CFDA No. 84.183) Legislation: Title IV, Part D (Section 5131) of the Safe and Drug-Free Schools and Communities Act of 1994, as amended (20 U.S.C. 3211) (expires September 30, 1999). Purpose: To encourage the development, implementation, operation, and improvement of drug education and prevention programs for students enrolled in institutions of higher education (IHEs). Funding History Fiscal Year Appropriation The main performance indicator that has been used applies to the Institution-Wide program. It measures whether or not the Institution-Wide program at a given IHE is still in existence one year after the Federal Drug Prevention Programs in Higher Education (DPPHE) monies have expired. One main purpose of the Institution-Wide program is to provide seed money to programs that are likely to continue beyond the period of Federal support. If the program does in fact continue beyond the Federal support period, this is viewed as a positive outcome. Since the fall of 1990, the Department of Education has conducted a survey of the institutions whose Institution-Wide grants expired 1 year earlier. The surveys have revealed that approximately 94 percent of the Institution-Wide programs that were awarded in FYs 1987 through 1989 are still in existence.

The messages are unmistakable heroin is "in" among certain groups in American society. The gaunt, super-anorexic, glassy-eye, pale stares are everywhere, from Calvin Klein ads to Packard-Bell computer commercials. The look of death is everywhere. Some people call it "heroin chic." In an address to the U.S. Conference of Mayors, on May 21, 1997, President Bill Clinton decried the "heroin chic" approach taken by certain fashion photographers, that glamourizes the use and abuse of heroin. The president's remarks increased press exposure of the heroin chic phenomenon. Clinton's comments, apparently, were triggered by a New York Times story on the heroin overdose death of fashion photographer David Sorrenti, whose work popularized the heroin chic look. Perhaps, coverage of Clinton's remarks will bring appropriate attention to the inappropriate glamourization of an extremely dangerous drug. HEROIN!

Extractions: The purpose of school-based drug prevention programs is to prevent, or at least diminish, children's use of a variety of substances, including licit substances such as alcohol and tobacco as well as illicit ones such as cocaine and marijuana. In fact, most successful school-based drug prevention programs, such as Lifeskills and Project ALERT, are not targeted to specific substances. Which drugs then, in terms of usage, do they affect? Where are the benefits of a drug prevention program realized? Through a reduction in crime related to a contracting cocaine market? Through higher productivity associated with diminished alcohol use? Or through less money spent on health care for smokers? To put the question more provocatively, are school-based drug prevention programs better viewed as a weapon in the war against illegal drug use or as a public health program for decreasing the adverse effects of licit substances? The answers to such questions should provide a clearer understanding of the merits of a drug prevention program and limit unrealistic expectations of what such a program can accomplish. The answers to these questions also bear on funding sources for drug prevention and the types of programs drug prevention should be competing against for scarce resources. In a recent study Drug Policy Research Center The DPRC estimates are limited to tangible, measurable benefits; they include reduced productivity losses and reductions in costs to government and the health care system, but not decreases in pain and suffering or decreased loss of life. The estimates apply to a hypothetical drug prevention program that is representative of successful real-world programs. The researchers did not seek to evaluate and contrast the relative merits of specific programs.

Archive Drug Prevention Resources Pack 2001 The Government's 10-year strategy for tackling drug misuse ( Tackling Drugs to build a better Britain ) seeks to shift the emphasis away from reactive drug treatment to proactive drug misuse prevention measures. As part of this process Government is investing significant new resources into drugs education and prevention. In addition to their own planning arrangements, all local public agencies are required to work together in planning drug misuse services. Each local area has a Drug Action Team co-ordinator, whose job it is to facilitate this joint working. In addition, all drug misuse services for children must be planned through local integrated children's planning arrangements. The local agencies include the NHS, Social Services, Police, Probation, Youth Offending Teams and local authority directorates such as social services and education. In 2001/2002, NHS funding has been allocated for two purposes:
