View the Completed Discussion Context Welcome to the World Bank Institute and the Office of Business Ethics and Integrity's interactive e-conference on Global Business Ethics Standards. We hope this will provide an opportunity to open a dialogue on this important topic. The rise of international trade, globalization, and instant communication has led to increasing pressure from various groups for the formation of global business conduct standards. In response to their concerns, different standards have been proposed and created. This has led to many different questions: which standard is the "best"? Are there any real benefits to compliance with a global standards? Can a global standard be universal? Can compliance with a global standard be audited? If so, who, if anyone, should monitor compliance? This interactive e-conference will contribute to the discussion by examining existing standards, proposed standards, their goals, and their specific elements. In addition, we hope to use input from this forum to guide our learning and capacity building efforts. Each week, we will introduce a different topic. Each topic will be presented along with background reading materials, newspaper articles, links to specific standards, and other resources available to facilitate an informed debate.

Views of Ethics in Public Administration As the twentieth century comes to a close, ethics is returning to the public sector reform agenda. Just as it was at the turn of this century the current focus is on the administrative branch of government. Then, as now, scandals involving elected officials prompted the reform initiatives. However, today there is far less consensus on the most appropriate elements of the reform agenda, perhaps reflecting a century of less than successful ethically-driven reforms. This paper provides a broad overview of what we see as five distinct eras of ethics reform in this century and a current debate which may well emerge as the initial reform agenda of the new millennium. The first era lasted from the late nineteenth century until the early 1970's and we have termed The Reform Era . This is the period where we attempted to separate politics from administration and established a professionalized public service. The second era reflected the great social, political and cultural changes that began in the 1960's and stimulated the establishment of the
