Excerpt: The Iraq oil law, also referred to as the Iraq hydrocarbon law, is a proposed piece of legislation submitted to the Iraqi Council of Representatives in May 2007. The Iraqi government has yet to reach an agreement on the law. In June 2008, the Iraqi Oil Ministry announced plans to go ahead with small one or two year no-bid contracts to Exxon Mobil, Shell, Total and BP once partners in the Iraq Petroleum Company along with Chevron and smaller firms to service Iraqs largest fields. These plans were canceled in September because negotiations had stalled for so long that the work could not be completed within the time frame, according to Iraqi oil minister Hussain al-Shahristani. Several United States senators had also criticized the deal, arguing it was hindering efforts to pass the hydrocarbon law. The Iraqi oil industry had been completely nationalized by 1972. The government in the 1990s, under the presidency of Saddam Hussein, gave production share agreements (PSAs) to Russian and Chinese companies which gave a profit percentage of less than 10 percent. The Bush administration hired the consulting firm BearingPoint to help write the law in 2004. The bill was approved by the Iraqi cabinet in February 2007. The Bush administration considers the passage of the law a benchmark for the government of Prime Minister Nuri Kamal al-Maliki. These killings were documented in aerial surveys conducted from May through August 2006 and total at least 100 animals. This region has a four decade history of illegal killing of this species; in fact, the Chad population was over 300,000 animals as recently as 1970 and has been reduced to approximately 10,000 as of 2006. The African elephant nominally has Chadian governmental protection, but the implementation practices of the government (backed with certain EU help) have been insufficient to stem the slaughter by poachers. The species African Bush Elephant (Loxodonta africana) occurs in several countries of Eastern Africa. The most recent aerial surveys were conducted from August 3-11, 2006, overseen by J. Michael Fay, a Wildlife Conservation Society conservationist and National Geographic explorer-in-residence. They found five separate massacre sites. Zakouma is considered "one of the last bastions of wildlife in all of central Africa".
