One dilemma facing new or newly independent states, such as those of the former Soviet Union, is how to design effective legislatures when political parties are weak and fragmented or even nonexistent. In this book, Joel M. Ostrow develops a comparative institutional framework to explain marked differences in behavior across three post-Soviet legislatures: the Russian Supreme Soviet, the Russian State Duma, and the Estonian legislature. He argues that these differences in ability to manage political conflict can be explained in large measure by the design of the legislatures. Most significant is the choice of whether and how to include parties or partisan factors.

Legislatures are an omnipresent component of modern democracy. Ostrow's comparative institutional design confirms the presumption of many political scientists that parties are essential for legislative consensus building. However, it also reveals that parties may have paradoxical effects on a legislature's performance. In following the budget process in Russia and Estonia, Ostrow explores the consequences that different institutional designs have had on post-Soviet legislatures. He has found that how parties are included may determine how capable a legislature is at managing political conflict, both internally and with the executive branch of the government. The author was present at many of the committee hearings and legislative sessions he describes, and his firsthand observations and interviews with committee members enhance his analysis. ... Joel Ostrow's analysis of the institutional design of the Soviet Duma and the Estonian Riigikogu is comprehensive and insightful. Ostrow draws on many excellent sources, including copious interviews with governmental officials, to give the reader a picture of just why the Duma failed and the Riigikogu is working. In the end, posits Ostrow, institutional design defines the space in which good ideas either grow or are trapped. Linkages between legislative and governmental functions, as well consensus building, administrative resources, and the expertise of special committees are some of the major facotrs that Ostrow explains and compares. A great book for students of Russia, and an even better one for students of comparative politics. ... Read more

Excerpt: 2nd Helle Meri Lennart Georg Meri (Estonian pronunciation: ) (29 March 1929 14 March 2006) was a writer, film director and statesman who served as the second President of Estonia from 1992 to 2001. Meri was a leader of the Estonian independence movement. Lennart Meri was born in Tallinn, a son of the Estonian diplomat and later Shakespeare translator Georg Meri, and Estonian Swedish mother Alice-Brigitta Engmann. With his family, Lennart left Estonia at an early age and studied abroad, in nine different schools and in four different languages. His warmest memories were from his school years in Lycée Janson de Sailly in Paris. In addition to his native Estonian, Lennart Meri fluently spoke five other languages: Finnish, French, German, English and Russian. However, the family was in Tallinn when Estonia was occupied by the armed forces of the Soviet Union in June 1940. The extended Meri family was split in the middle between those supporting the Soviet Union and the Allies of WWII and those opposing the Soviets. Lennart's cousin Arnold Meri joined the Red Army and was soon made a Hero of the Soviet Union. In 1941, the Meri family was deported to Siberia along with thousands of other Estonians, Latvians and Lithuanians sharing the same fate.
