Chuuk state consists of seven major island groups lying within the Eastern Caroline Islands, about 617 miles (1028 km) southeast of Guam and 3,262 miles (5,436 km) southwest of Hawaii. The total land mass of Chuuk state, including the outer islands, is approximately 77 square miles (128 km). Many online resources incorrectly label their web pages with Truk as you'll see in some of the titles of web sites below. Use "Truk" when referring to the historical period of events prior to 1986 or titles documents that bare that name. Use "Chuuk" on all new bodies of work.

The islands are geographically part of the Carolines. The major islands of the FSM, now the member states, are Kosrae, Yap, Pohnpei and Chuuk. Population is about 112,000 and the federal capital is on the island of Pohnpei. Languages are English and Micronesian. Currency is the $US. Briefly, the economy comprises fishing, agriculture and forestry, with copra, bananas and fish making up most exports. Imports are comprised mostly of manufactured goods and foodstuffs. The GNP was $US213 million, or $US1962 per head, in 1996. Under the Compact of Free Association which was ratified with the US in 1986, the US retains responsibility for defence and is committed to providing regular economic assistance. The FSM is headed by a President, supported by a 14 member National Congress. The Congress elects the President, who in turn selects members to serve in the Cabinet. Each of the four constituent states also has its own legislature and governor. The national Constitution defines federal responsibilities, such as immigration, taxes and tariffs, currency regulation, banking, navigation, shipping and development of national resources. The individual states are responsible for their own regional development, health and education.

The total land area is only 270.6 square miles, with 2,776 square miles of lagoons, and an Exclusive Economic Zone (EEZ) of over 1.1 million square miles. The marine resources are the country's largest natural resource, of which the tuna species represent the most important commercial resource. The national government is responsible for overseeing local and foreign fishing activities and resource management in the EEZ (12 to 200 miles from the reefs). The state governments manage their 12 mile territorial waters. The development of domestic commercial tuna fishing operations have been identified by the national and state governments as the top priority in their economic development plans. With assistance from the national government, each state is independently developing shore facilities, acquiring longline vessels, and two of the states are involved with operating purse seine vessels through joint ventures with foreign partners. The national government is involved through joint venture agreements with the states. The Micronesian Maritime Authority is responsible for collecting and analyzing catch data in conjunction with the South Pacific Commission's tuna program.

Known as the Federated States of Micronesia, each speaks its own language with its own distinctive culture, traditions and history. None of the bright lights of Guam and Saipan are to be found here. A more traditional island lifestyle prevails, surrounded by the spectacular beauty of the islands and their seas. An integral part of Continental Micronesia's 'Island Hopper' route across Micronesia, the FSM attracts the more adventurous traveller, such as experienced sports divers, underwater photographers, hikers and backpackers. Both Kosrae and Pohnpei are situated far to the east of the group and share a similar climate and geography. They are high volcanic islands with cloud shrouded peaks, lush rainforests, cascading waterfalls and hidden mountain pools. They share the same pristine, fringing coral reefs, clear azure seas, mangroves and sandy beaches. The Lelu ruins reached its peak in the 12th century. Nan Madol, however, began construction as early as 500 AD and was toppled by the present day traditional government in the 1520's.

Extractions: Date: Autumn 1995 General Characteristics The Federated States of Micronesia (FSM) is a chain of 607 small islands in the Western Pacific about 2,500 miles west of Hawaii. FSMs total land area amounts to only 270.8 square miles scattered over more than one million square miles of the Pacific, extending 1,700 miles from the east (Kosrae) to the west (Yap). The 130 square mile Island of Pohnpei is the largest in the FSM and home of the countrys capital and civic center. FSM emerged as a nation from the former United Nations Trust Territory of the Pacific Islands (TTPI) administered by the United States from the end of World War II until its dissolution in 1994 when its last member, Palau, became an independent nation. Palau, which lies west of FSM, completes the Caroline Island chain. FSM is a heterogeneous mix of peoples with different customs and traditions united by common cultural and economic bonds that are centuries old. There are at least 8 major indigenous languages and none is spoken throughout the nation. Instead, every state has a language of its own and the common language of commerce and government is English. Many people are familiar with Japanese because of 3 decades of Japanese rule before World War II. FSMs currency is the US dollar. As in most developing economies in the Pacific, population is growing rapidly, averaging 3 percent annually since the 1950s. However, with easy emigration to the United States, about 2 percent of the FSM population leaves the country for the United States annually, reducing the effective population growth rate to one percent.

Annual Report Annual Report Manila, regional delegation (Australia, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, New Zealand, Palau, Papua New Guinea, Philippines, Solomon Islands, Tonga, Tuvalu, Vanuatu, Western Samoa and the other island territories of the Pacific) Though dogged by difficulty and occasional violence, and sometimes stalled completely, peace negotiations were pursued by the Philippine government and a number of insurgent groups. The agreement reached in 1996 between the government and the MNLF* held; accordingly, the latter's combatants started being integrated into the Philippine security forces. In its protection work, the ICRC continued to focus on registration and follow-up of people arrested in connection with insurgency and secessionist activity in the Philippines. In the course of their annual series of visits, delegates assessed the material and psychological conditions of detention and forwarded Red Cross messages in order to restore or maintain contact between the detainees and their families. When necessary they monitored developments by means of supplementary visits. In conjunction with the Philippine National Red Cross, the ICRC organized and financed trips by families lacking the means to visit their relatives being held in far-away places of detention. In Mindanao, thousands of families were displaced by clashes in January and as many as 60,000 were forced to flee fighting in June and July, in both cases be-tween the Philippine armed forces and the Moro Islamic Liberation Front. The Philippine Red Cross and the ICRC swung into action, distributing food and other essential items to a total of some 40,000 people in need. The ICRC also covered the medical expenses of civilians wounded in skirmishes between the NPA* and security forces in various parts of the country. The upsurge in violence in Mindanao prompted the ICRC to assign a delegate to the area full time.

Confrontations between the armed forces and opposing Islamic or communist groups and infighting between various factions within the same movement affected Mindanao, Negros and Quezon in particular. Although negotiations between the government and the MILF* and NPA* produced some tangible results, guerrilla warfare remained the order of the day. Clashes in Mindanao forced thousands to flee their homes. Those who stayed behind were often subjected to various forms of abuse. A series of bomb attacks in Mindanao, killing 16 and injuring 175, targeted the civilian population rather than combatants. The ICRC repeatedly reminded the warring parties of their obligation to respect civilians and civilian property during military operations. The regional delegation approached various Pacific States to encourage ratification of the Additional Protocols and the Ottawa treaty. The latter was ratified by Fiji, Niue and Samoa. In August the ICRC conducted the first course on inter-national humanitarian law and human rights for Vanuatu's police and security forces. The ICRC attended the Eighth Programme Meeting of Pacific Red Cross Societies in Fiji. This event provided an opportunity to explore ways of strengthening the 13 National Societies concerned (some of which were in formation), in coordination with the Federation.
