Based on the budget plan enclosed of F$48.8m (US$21.3m) tax credits of F$27m (or US$11.5m) are available to the developer against any corporate profits created by the development. There also exist a Fiji government incentive in the form of a 20% per annum accelerated depreciation that would be applicable to the village development and condominium buildings that comprise a minimum of 6 units.

Fiji, with an Indian community large enough to provide movie extras, believes its in the running. George Raj, Fijis multi-ethnic affairs minister, says movies were high on his list of priorities when he visited India last month. "With 800 Hindi-language movies produced each year, the so-called Bollywood filmoften serious drama based around schmaltzy song and dance routinesis now second only to Hollywood," said Raj. "The industry earns an estimated A$1.2 billion a year, and that figure is set to reach A$4 billion in 2006. Thats enough money to capture the attention of Fiji's government, which is keen to market itself as a natural choice for Bollywood."

The newly elected government is putting forward an Act to amend the 1998 Constitution. The fourth section in the Bill, addressing issues of "equality", defines marriage as the union of one woman and one man "to the exclusion of all others" and provides for the persecution of sodomy (defined as "unnatural acts")and effectively eliminates protections based on sexual orientation enshrined in the new Constitution. Fiji is one of only three countries in the world that explicitly identifies sexual orientation as a status protected from discrimination under the Constitutionrightfully receiving recognition for its contribution to setting this landmark international precedent. It is these protections, however, that officials wish to remove. In early 1999, the previous government introduced a similar Bill. They suggested the amendments after Christian fundamentalists marched on Constitution Day, calling for the removal of the phrase "sexual orientation" from section 38(a) of the Constitution, the document's anti-discrimination clause.
