The ICES advisory panel called for the full ban of cod fishing in the North Sea, Irish Sea, west of Scotland and Skagerrak after it became clear the EU's popular fishing staple had declined by 30 percent over the past year. Because cod is also a bycatch in fishing for haddock and whiting, the economic effect of the ban would be felt beyond one species. Many coastal communities are reliant on such fishing and the EU Commission is seeking to maintain some level of activity while stepping up social measures to help the areas hardest hit by the cuts. Fisheries associations have been outraged by plans for a full ban and had asked for discussions with EU officials ahead of a series of meetings over the following weeks to decide on the future of cod fishing.

    Extractions: News High level meeting on problems of fishermen Foreign Minister Lakshman Kadirgamar convened a high level meeting on 24th November to discuss the problems of Sri Lankan fishermen and their boats in Indian custody and measures to overcome the problems faced by Sri Lankan government authorities in securing the release of the fishermen and their boats. The issue of Indian fishermen arrested by Sri Lankan authorities with their boats was also taken up at the meeting. The Deputy Foreign Minister Harendra Corea, who keenly follows developments on the issue of Sri Lankan fishermen in Indian custody, was present at the meeting while the other participants were senior officials from the Ministry of Foreign Affairs, the Ministry of Defence, the Ministry of Fisheries and Aquatic Resources, the Sri Lanka Navy, the Sri Lanka Police and the Department of Emigration and Immigration. Addressing the meeting, Minister Kadirgamar emphasised that the problem of fishermen and fishing boats in custody is a serious humanitarian and social issue as well as a sensitive political issue affecting both Sri Lanka and India. Both countries have been taking up the issue of their respective fishermen detained in the other country. The Foreign Minister said this issue should not be allowed to strain bilateral relations. The importance of the problem is also evidenced by the interest shown by Fisheries Associations in Sri Lanka as well as Fisheries Associations in the Southern States of India. The Foreign Minister said that this Inter Ministerial meeting was convened due to the gravity of the problem and stressed that follow up meetings will be held regularly, on a monthly basis, to review the progress being made on this matter.

    Extractions: Last year, I broke with the tradition and provided a written statement instead of my annual address to stakeholders in Namibia’s Fisheries Sector. This year I have decided to return to the oral tradition. Face-to-face meeting of this sort provides a unique opportunity to reflect on the previous year and focus on some key issues for 2003. Apart from the meeting, I had an in-house meeting this morning with our staff based in Arandis, Swakopmund and Walvis Bay. During October last year, we held a series of consultations with newcomers in the rock lobster, small pelagic, hake, monk, red crab, large pelagic and linefish sub-sectors. They aired their views in regard to our strategies of Namibianisation and empowerment. I should admit that some newcomers are focussed, have good business strategies and have made investments. It is a pity that some are lagging behind and have no agenda. This may be to their own detriment and peril. It is heartening to note that joint venture relationships in some fisheries, notably monk and rock lobster, are working very well. However, we find that there are many unnecessary time-consuming squabbles. This is especially true in the small pelagic and hake sub-sectors. A few bigger companies do not deal with their partners in a transparent manner. No fair deal. The absence of diplomatic skills and tact is causing poor business relations. A particular issue is the greediness in the sharing of industrial fish proceeds. The current system of allocating a global industrial fish quota does not seem to benefit all players in the small pelagic sector. Some newcomers are not allowed by their established partners to share in the benefits of industrial fish catches. This is development is disturbing. I am observing this through a microscope. If this trend continues, perhaps the answer is to allocate specific quotas to each company in each JV, rather than setting a global allocation.

It has broken away from the tradition of control by regulation, and adopted a new approach based on property rights and economic incentives. The new system gives the fishermen a right to take a defined quota, or share of the total allowable catch. This quota is the holder's legal property in the full sense of the word, being both transferable and divisible. It is interesting to note that the consistent refusal of administrators to admit that a fishing licence confers property rights on the holder is a major stumbling block to the reform of a cumbersome, inefficient and increasingly costly management system in Australia.
