Extractions: Citizen Planning Guide Only Gets Half Way Home Now available online the new 1000 Friends of Florida Citizen's Guide takes us through the current comprehensive planning process and supports smarter planning goals, but it needs to go much further says contributing editor Cynthia Pollock Shea in this review. Posted 31 March 1999 Planning for Tomorrow: A Citizen's Guide to Smarter Growth in Florida is now available in PDF format from 1000 Friends of Florida. The report describes Floridas current comprehensive planning process and outlines how citizens can become more involved. Hooked on growth. Each day some 650 people move to Florida, totalling a million new residents every four years. And in 1997, 47 million tourists visited the state. In 15 years, Floridas population is expected to surpass New Yorks. State policies have always encouraged and accommodated growth by draining wetlands, giving away land to railroads, and building highways. That approach continues today with generous homestead exemptions, low property taxes, and no personal income taxes. Fat Florida's clogged arteries.

Extractions: SCENIC MISSOURI "Scenic Missouri, an affiliate of Scenic America, was founded because of a concern about the loss of the distinctive visual character of our towns, cities and countryside. Cellular towers, massive high voltage power lines, barren parking lots and uncontrolled signs and billboards are destroying the historic and scenic Missouri that we once took for granted. This is compromising our ability to foster healthy economic growth and tourism. "Scenic Missouri believes that while growth may be inevitable, ugliness is not. If we are to protect and enhance our cultural and economic potential, we must reverse the uglification of Missouri. Scenic Missouri is dedicated to leading this effort." -Karl Kruse LIMIT OR BAN BILLBOARDS A survey of 13,500 travelers, as reported in "Vacation Places Rated" (Fielding Worldwide; $19.95), ranks Americas top ten tourist destinations. Travelers ranked Hawaii and Alaska number one and two, respectively. Both have banned and removed all billboards. Other states ranking in the top ten were Vermont, Maine (both billboard free), Oregon and Washington.

Extractions: V. Routes To and Within the U.S. T raffickers move women and children into the United States using a variety of ports of entry. Major ports of entry are Los Angeles' LAX, New York's JFK, Miami International, Chicago's O'Hare, and the San Francisco International Airport. Not coincidentally, Los Angeles, New York, and Miami also rank as the top three cities in the US with the largest problems with visa fraud, according to a consular officer at the State Department's Fraud Prevention office. Newly emerging hubs of entry include Atlanta, Cleveland, Houston, Orlando, and Washington Dulles. Atlanta's airport, for example, was chosen as the sole entry point for a Thai trafficker who brought in some 90 women during 1994 and 1995. He selected Atlanta because the city was then preparing for the Olympics and he believed the Thai women would blend in with the multitude of ethnic nationalities that were arriving during that period. Additionally, Atlanta was attractive because of the low number of Asian ethnic immigration officials working there. Other traffickers have flown into Toronto and Vancouver and transported the women overland into the US.
