FOR MORE INFORMATION ABOUT ERIC, CONTACT ACCESS ERIC 1-800-LET-ERIC INTRODUCTION Advocates of school library media programs have long been convinced of the relationship between quality library media programs and academic achievement. Most studies of this relationship were conducted between 1959 and 1979, were limited in scope, and usually used a small number of subjects in a limited geographical area. This study was designed both to update the existing research and to examine the relationship between library media programs and student achievement. METHODOLOGY Ideally, schools included in the sample for a study such as this would be selected on a random, stratified, or quota basis. None of these sampling designs was possible, because schools included in the sample had to have library media centers that responded to the 1989 survey of school library media centers in Colorado and had to use the Iowa Tests of Basic Skills (ITBS) or Tests of Achievement and Proficiency (TAP). These data were available for only 221 of 1,331 public elementary and secondary schools in Colorado during the 1988-89 school year. The study relied entirely upon available data about school library media centers and their school and community contexts to predict norm-referenced test scores.

Position Statement on Flexible Scheduling The success of any school library media program, no matter how well designed, depends ultimately on the quality and number of the personnel responsible for the program. A well-educated and highly motivated professional staff, adequately supported by technical and clerical staff, is critical to the endeavor. Although staffing patterns are developed to meet local needs, certain basic staffing requirements can be identified. Staffing patterns must reflect the following principles: All students, teachers, and administrators in each school building at all grade levels must have access to a library media program provided by one or more certified library media specialists working full-time in the school's library media center. Both professional personnel and support staff are necessary for all library media programs at all grade levels. Each school must employ at least one full-time technical assistant or clerk for each library media specialist. Some programs, facilities, and levels of service will require more than one support staff member for each professional.

The emphasis in recent years, because of overcrowded classes and a shortage of money for new schools, has been to reduce the price of construction with very little thought given to how much it will cost to heat, cool, light and maintain the building over its lifetime. Architects specializing in efficient buildings say they can build schools that use half the electricity of the typical new Florida school, and do it for about the same price, and in some cases, less. In Hillsborough County, where taxpayers are paying $16.2 million a year for the school district's electric bill, these ideas deserve serious consideration. The School District recently used an energy specialist, architect Larry Maxwell of Indialantic, as a consultant on the construction of several school media centers. Extractions: TOPIC: Recommendation for the Authorization to accept and implement Replacement of Media Center Systems - SPLOST Priority #384 BACKGROUND: Media centers were automated in 1992 with DOS-based system software and model 386 computers. At that time, the primary use of the system was to catalog and circulate the print and audiovisual materials in the media center. Use of CD-ROM databases and online resources via the Internet was nonexistent. Since that time, the availability and affordability of providing electronic resources to students and staff have grown exponentially. The minimum configuration placed in every school media center in 1992 no longer meets the needs of students and staff in 1999. In 1997, the Media Leadership Team, under the supervision of Donna Oliver, established an Automation Team to research and recommend a Windows-based automation solution that would provide access to global resources available through the Internet as well as local school holdings. The team studied current information needs and recommended a minimum hardware standard that would ensure adequate and equitable access to all available resources. The plan was submitted and accepted as SPLOST Initiative 7031 (Priority # 384) with a total cost of $5,024,670. The existing system does not meet the current needs of schools. Many critical components that are essential to performing required tasks are failing. As equipment has failed, some schools have reassigned some Pentium computers from other areas in the school to the media center. Implementation of the new media center system, with an adequate number of computers to support the current needs, will allow these schools to redeploy these existing Pentium computers to other instructional areas.

The SSCC seeks to stimulate discussion, collaboration and action against youth violence by bringing schools, police, youth-serving agencies, the judicial system, and other interested parties together in a statewide collaboration. The coalition, formed in 1994, involves more than 1,500 educators, police, and youth workers in activities and stimulates the creation of community-based violence prevention coalitions. It has assisted schools in developing new violence prevention programs and facilitated networking and information sharing among members through bimonthly forums, major conferences, training seminars, task groups, youth involvement, and in-depth consultation and technical assistance to schools and communities.
