France has blacklisted 173 religions and is seeking to pass a bill that w ill look to dissolve sects that are considered undesirable. The list includes Baptists, Mormons, Jehovah's Witnesses, Scientologists and Seventh-Day Adventists. This bill is expected to come before the French Senate at the end of Octob er. Scientologists as well as an array of other religious denominations in Paris Monday held a huge march and rally in protest of this bill.

Although no group immediately claimed responsibility for Friday's murder, suspicion fell on separatists who have waged a 22-year battle for greater autonomy from mainland France. Police were questioning at least two suspects Saturday in the slaying, sources close to the investigation said. The 60-year-old Erignac was shot dead by two gunmen as he walked to a concert in the southern town of Ajacco. The attackers fled on motorcycles after the attack. Jospin expressed outrage at the killing, which he called "an attack of cowardice," and he pledged that the attackers would be "found, brought to justice and punished." Chevenement said police possessed "a certain number of elements ... which allow us to know more" about what happened.

The protests are seen as the first major test for Jospin, who finds himself with little room to maneuver because of French plans to meet the tight fiscal and budgetary criteria for a single European currency in 1999. A day after Jospin had riot police expel protesters from about 20 welfare offices, sit-in protests persisted in Cherbourg, Metz, Guingamp, Lyon and Nantes. Some protesters also set up tents outside unemployment offices in Marseille and Clermont-Ferrand. Jobless groups are demanding a one-time subsidy of 3,000 francs ($500) and higher unemployment benefits. But Jospin has rejected this since it would cost "several tens of billions of francs and would unsettle the political and social economy."

Under the constitution, the president is elected directly for a 7-year term. Presidential arbitration assures regular functioning of the public powers and the continuity of the state. The president names the prime minister, presides over the cabinet, commands the armed forces, and concludes treaties. The president may submit questions to a national referendum and can dissolve the National Assembly. In certain emergency situations, the president may assume full powers. Besides the president, the other main component of France's executive branch is the cabinet. Headed by a prime minister, who is the nominal head of government, the cabinet is composed of a varying number of ministers, ministers-delegates, and secretaries of state. Parliament meets for one 9-month session each year. Under special circumstances an additional session can be called by the president. Although parliamentary powers are diminished from those existing under the Fourth Republic, the National Assembly can still cause a government to fall if an absolute majority of the total Assembly membership votes to censure. The National Assembly is the principal legislative body. Its deputies are directly elected to 5-year terms, and all seats are voted on in each election. Senators are chosen by an electoral college for 9-year terms, and one-third of the Senate is renewed every 3 years. The Senate's legislative powers are limited; the National Assembly has the last word in the event of a disagreement between the two houses. The government has a strong influence in shaping the agenda of Parliament. The government also can link its life to any legislative text, and unless a motion of censure is introduced and voted, the text is considered adopted without a vote.

The United States has secret files on Britain's late Princess Diana, but refuses to release the contents because it poses a threat to national security, according to a story in Friday's edition of the Guardian. According to government documents obtained by the newspaper, the United States came by this material only incidentally from intelligence gathering. The files are classified both top secret and secret and will stay that way because of exceptionally grave damage to the national security, the paper said, quoting the National Security Agency. The rules from the Department of Trade and Industry would set up a network of trusted third parties, and require licensing for anyone offering key escrow or other cryptographic services to the general public. As in France and the United States, the proposal sounds reasonable: No one will be forced to use the licensed trusted third parties, and people will be allowed to use any cryptographic products they want. But those who choose not to use the third parties must obtain their own licenses to use strong encryption products, and the proposal calls for key escrow as a condition of getting a license. The only suggested exceptions are large companies and closed user groups that wish to manage their own keys internally, and satellite and cable TV services that use encryption to secure their systems.

She never returned. For more than forty years Levendel remained silent about, and tormented by, her disappearance. Finally, in 1990, he began to look for the answers. In this book, Levendel recounts his struggle to accept his mother's death and his search through secret government archives for her killers. Levendel's search took him from his home in the United State to France more than twelve times over four years. Surprisingly, he had little trouble finding old neighbors who had witnessed his mother's arrest and deportation. But the official story was another matter: a controversial 1979 French law had sealed the official archives from the period of the Nazi occupation. But, with the help of a sympathetic French senator, Guy Penne, Levendel obtained access to key documents that helped him put together pieces of his past. What he found shocked him. For decades Levendel believed that the Germans had taken his mother away. In fact, the archives contained evidence of widespread French collaboration with the Nazis, from government officials who prepared deportation and census lists to members of a gang in Marseilles who arrested Jews - including his mother - and sold them to the Nazis. This book details the French collaboration and is steeped in Levendel's anger toward those who participated.
