L.C and E.W Under Title II of the ADA, said Justice Ruth Bader Ginsburg, delivering the opinion of the court, "states are required to place persons with mental disabilities in community settings rather than in institutions when the State¹s treatment professionals have determined that community placement is appropriate, the transfer from institutional care to a less restrictive setting is not opposed by the affected individual, and the placement can be reasonably accommodated, taking into account the resources available to the State and the needs of others with mental disabilities. " The 'integration mandate' of the Americans with Disabilities Act requires public agencies to provide services "in the most integrated setting appropriate to the needs of qualified individuals with disabilities." The high court upheld that mandate, ruling that Georgia's department of human resources could not segregate two women with mental disabilities in a state psychiatric hospital long after the agency's own treatment professionals had recommended their transfer to community care.

Statewide educational network survey In 2002 the SREB Educational Technology Cooperative published it's Statewide Educational Network Web site. Data about statewide networks' infrastructures outline the applications they use, which include efforts to provide students, teachers and faculty statewide with learning resources such as encyclopedias, research databases and periodicals. States have different approaches to who provides and funds these resources, who the end users are intended to be, and what content is provided. This task group will gather information about these electronic resources and will place this information on a Web site to help states plan and analyze ways that network applications can meet K-16 learning needs. EvaluTech This initiative supports and maintains the EvaluTech Web site and will work to involve all 16 SREB states in the evaluation and assessment of instructional materials. As technologies change and we learn more about how to "best" use various technologies to improve student learning, the criteria used by EvaluTech needs to be reviewed and updated. This year a committee of this task group will do this and will include in the revised criteria appropriate information about ADA compliance. EvaluTech will continue to expand its links to quality resources in order to make the Web site increasingly useful to teachers and other educators.
