Zeljko Heimer, 20 February 1996 Crampton's Flags and COA 1985 notes the flag was adopted in 1917 and accepted by the Guam congress in 1948 with the red border added in 1960. Barraclough's Flags of the World , 1969 shows the Guam flag without the red border surrounding the shield. When was the red border added or is the information on the red border totally wrong (did it have the border from the beginning)?

I want to begin by thanking Dan and Ehlysa for their wonderful art work and all the other children who gave me this. I will read this on the way home and treasure it always. I'd like to thank Congressman Underwood for joining us and for joining us on the long trip to Japan and Korea we have Just taken, along with Senator Baucus and Congressman Pomeroy and Congressman Abercrombie. I'd like to thank the Lt. Governor -Lt. Governor Bordallo, who is, I believe, now the longest serving member of the Democratic National committee. We thank her for her service. (Applause.) Governor Gutierrez has been a good friend of mine and a great advocate for the people of Guam. He and Congressman Underwood I think clearly give this island the most forceful, clear and detailed advocacy that it has probably ever had. And I thank him for inviting me here. I promised him I would come and I'm only sorry it took me so long to keep my word. I can tell you know, just looking out at this view behind you, I don't want to leave. And trying to think of some reason to stay. (Applause.) I'd also like to say a particular word of appreciation to the leaders of so many islands who have joined us today -Governor and Mrs. Tenorio of the Northern Marianas; Governor Sunia of Samoa; the Presidents of the sovereign states of Micronesia who are freely associated with the United States -President Nakamura of the Republic of Palau; President Kibua of the Marshall Island of Atolls; President Nena of the Federated States of Micronesia who is joined by the governors of his states. Let's give them all a big hand. I am delighted that they are here today. (Applause.)

Extractions: Tradition has long played a major role in the lives of Chamorros, the people of the Mariana Islands. This includes rituals associated with the preparation of herbal medicines and cures administered by "patteras" and "suruhanas" (local doctors), whose methods of treatment have been practiced for centuries. Superstition also plays an important role, especially when dealing with the supernatural and unexplainable occurrences. It is customary to show respect for the elderly, toward one's neighbors, and for the "taotaomona" (ancestral spirits) and "duhendes" (elfish spirits). Legends are also a part of the cultural heritage of the Chamorros. Language The name "Chamorro" was given to the language and people of the Mariana Islands by the Spanish. Chamorro is a member of the linguistic family of languages known as Austronesian, which is spoken from Madagascar to the Micronesian Islands to Easter Island in the farthest corner of Polynesia. Education The educational system is similar to that of the continental U.S., with all high schools and colleges accredited by the Western Association of Schools and Colleges. Education is a high priority for Chamorro parents and is considered the key to success in many Chamorro homes. By law, children between the ages of 5 and 16 are required to attend school.
