Energy experts from the island countries and regional organizations are requested to participate in the design center feasibility studies by providing details of energy needs, standards required, and social and economic issues. Each participating nation should upload specific technical data that planners can use to assist in designing the renewable energy economies (for example, number of villages to be electrified, population of each village, estimated energy needs over 5, 10, 20 years, numbers of vehicles required, public transport needs, vessels). (June 27, 2002 Pacific Daily News)-A House subcommittee Tuesday approved $94.3 million in fiscal 2003 for the federal Office of Insular Affairs that helps the territories, including $5.58 million for Guam to offset the effects of immigration. The committee vote represents the first step in the annual congressional budget process for aid to Guam. In fiscal 1996, Congress set a $4.58 million statutory base of federal funding to help cover the social and educational impact on Guam of the Compact of Free Association with the Federated States of Micronesia and the Marshall Islands. The compact allows residents of the two tiny independent republics to immigrate to the United States. Guam is the closest U.S. territory, so it has absorbed a large number of people, burdening its health care and education systems. Many residents of Micronesia and the Marshall Islands also have moved to Hawaii, which last year requested funding for the first time. Gov. Carl Gutierrez has said it costs Guam's government $30 million annually to absorb the costs associated with immigration from islands with compact agreements.

The results of our efforts touch the daily lives of almost every American. Ground-Water Protection and Management References Ground water is among the Nation's most important natural resources. It is the source of about 40 percent of the water used for public supply and provides drinking water for more than 97 percent of the rural population who do not have access to public water-supply systems. Between 30 and 40 percent of the water used for the multi-billion-dollar agricultural industry comes from ground water. Withdrawals of ground water are expected to rise in the coming century as the population increases and available sites for surface reservoirs become more limited. Wise management of ground-water resources requires knowledge of the distribution and characteristics of water-bearing rocks and sediments. Complicating this management task is the susceptibility of some ground-water resources to contamination by industrial, domestic, and agricultural chemicals and byproducts. Evaluating and dealing with these threats of ground-water contamination require improved knowledge of the occurrence and manner of movement of ground water in the subsurface.

Japanese travel to Australia for the year will be around 705,880, down 6.2%. During the year, New Zealand displaced Japan as Australia's largest inbound up market. Of the main Asian markets, Singapore was No.1 (up 8.9%), followed by Taiwan (down 1.9%), Korea (up 65% to 109,000), and China (up 29%). The only markets to decline, apart from Japan, were Hong Kong (approx. -6%) and Taiwan. John Morse was understandably upbeat about the 1999 results: "1999 was a milestone year for Australia, becoming the first western destination where Chinese nationals could holiday. At the same time we received more than one million visitors from Europe including a record half a million from the United Kingdom. Our Asian markets, which had fallen 21 per cent in 1998 due to the economic crisis rebounded sharply in 1999 with overall growth of more than 10 per cent. "Total expenditure by international visitors in Australia grew an extraordinary 18.6 per cent in the financial year 1998/99. But so far the society has resisted. Nevertheless we have got to do something. We have to break this so called "status quo" and think of ways to improve our existing economic condition as well as create a road map for our future, fast. One of the ways this U.S. Territory after all could do to increase population and related businesses is to adopt a world class relative tax haven under the best known and the most reliable judicial protection of the United States. Is it possible? Yes, it is. A Low Flat Tax Rate System The U.S. Version of Hong Kong Hong Kong for so long has had a flat tax structure (but was never a tax haven). This simple and one-of-a-kind tax structure has made Hong Kong what it is today (obviously among other elements). Hong Kong was able to afford this because of the boom in society as a whole brought property values up thus higher property taxes are possible. Businesses and individuals in Hong Kong are used to not paying significant income taxes. However, Hong Kong is changing. Due to its revert back to the People’s Republic of China (PRC) in 1997, it now has to deal with a new tax relationship with PRC and it has to amend many tax treaties with various countries. Hong Kong’s tax structure has changed and will continue to change unfavorably. The most significant change, however, is the Sino-U.S. trade relationship and even the political standings. The recent bombing of the Chinese Embassy in Belgrade, Yugoslavia by U.S. led NATO and the Chinese Nuclear Espionage case have both very seriously altered many conventional thinking in both countries and policies toward each other. As a result, many U.S. and western nation corporations may have to rethink their trade strategies toward China. They may also face retaliations from China in every possible way, certainly including business activities. So there may be some "moving" initiatives again.
