Culture From 1960 until 1981 President Senghor dominated Senegalese politics, dispensing patronage with a generous hand to urban elites and rural leaders alike. Under Senghor, Senegal maintained a close relationship to France: Senegal supported the former colonial power's international policies in exchange for economic aid, military support, and a favored position for Senegalese products on the French market. During the 1960s Senghor advocated African socialism and instituted a series of Four Year plans. He increased the government's role in the economy by establishing several state-owned firms, including one that controlled peanut prices paid to farmers and handled all peanut exports. The government maintained its alliance with the principal marabouts, who received higher prices for their harvests than others. Some sources have estimated that at independence, peanuts and their byproducts comprised over 80 percent of Senegal's exports. Peanut processing and exporting represented nearly half of Senegal's industrial activity. France bought virtually all of Senegal's peanut production, providing price supports through 1967. At first Senegal was a multiparty state with competitive elections. However, during a 1962 power struggle with prime minister Mamadou Dia, Senghor had Dia arrested, tried, and imprisoned. Senghor's government banned opposition parties and ran unopposed in subsequent elections. The lack of political debate generated considerable unrest. The government sent in the army to crush student and union strikes in 1968.

In the early stages great attention was paid to the need for an organising centre and the need to increase the capacity of the sector for communication. The Minister for Natural Resources took the lead to launch IEC activities to improve the performance of the water sector. (Water supply and sanitation is the responsibility of the General Directorate of Water Resources, within the Ministry.) The Minister nominated a coordinator to lead the initiative. At the same time the government established an inter-ministerial working group to coordinate IEC actions in different sectors. The working group includes representatives from the Rural Radio Programme, the World Bank, and UNICEF. A national communication strategy will be introduced to sector staff though a national workshop.
