A moderate Republican who won an of Congress, Washington, electoral majority while losing the popular D.C. vote by more than 90,000 to his opponent, Democrat Grover Cleveland. Grandson of the ninth U.S. president, William Henry Harrison (elected 1840), young Harrison found an inviting arena for his political ambitions in the newly formed Republican Party when he moved to Indianapolis to practice law in the mid-1850s. After three years of service as a Union officer in the U.S. Civil War (1861-65), Harrison resumed his law practice and political interest, publicly supporting the Radical Republicans' firm Reconstruction policy toward the South. Although he failed to win the governorship of Indiana in 1876, his energetic campaign brought him national prominence. Elected to the U.S. Senate in 1881, he was nominated for the presidency by the Republicans in 1888 and won the election by 233 electoral votes to Cleveland's 168. Harrison's administration was marked by an innovative foreign policy and expanding U.S. influence abroad. His secretary of state, James G. Blaine, presided over the country's first Inter-American Conference in Washington, D.C. (1889-90), which established the Pan-American Union for exchange of cultural and scientific information and set a precedent for the entire Pan-American movement. In addition, Blaine successfully resisted pressure from Germany and Great Britain to abandon U.S. interests in the Samoan Islands (1889), and he negotiated a treaty with Great Britain to refer to arbitration a long-standing controversy over the hunting of seals in the Bering Sea (1892). The administration also concluded treaties of commercial reciprocity with a number of foreign governments.

Extractions: Benjamin Harrison (1833-1901), an American statesman, the twenty-third president of the United States, born in North Bend, Ohio, August 20, 1833. He was the grandson of William Henry Harrison, ninth president of the United States, and the great-grandson of Benjamin Harrison, a signer of the Declaration of Independence. In 1852 he graduated from Miami University and went to Cincinnati, where he studied law. Two years later he removed to Indianapolis, Indiana, where he built up a large law practice and resided whenever not on duty in Washington. Harrison entered the Union army in 1862 as lieutenant, and shortly afterward was appointed colonel of the 70th Indiana Volunteers, which he organized. He fought bravely in the Atlanta campaign and about Nashville, and at the close of the war left the military with the rank of brevet brigadier-general. Harrison returned to Indianapolis and resumed the practice of law, but became a professor of international law at Leland Stanford Junior University. He was counsel for Venezuela before the arbitration tribunal in 1899 and chief representative of the United States at the Hague Peace Conference. He died March 13, 1901.

The Bland-Allison Act of 1878 required the treasury to buy $2 million of silver for coinage each month. As the market value of silver fell, the president sought to limit coinage. Advocates of free coinage forced a compromise bill, the Sherman Silver Purchase Act (1890), which required the government to buy more silver but limited coinage. The increased purchase drained gold from the reserves, and Harrison twice had to avert panic by releasing more currency. Harrison had campaigned on a platform of increasing protectionist tariffs. Although the public supported increased tariffs at the time of the election, the effect of the McKinley Act (1890) was to contribute to inflationary prices for necessities, and protectionist tariffs ultimately became unpopular. Harrison admitted several new states to the Union during his term. He increased the size of the merchant marine to facilitate expanded trade and of the navy to protect commercial interests abroad. The first Pan-American Conference, held during his administration, created new commercial and diplomatic ties between the U.S. and independent republics in Latin America.

He was the secretary of the Republican state central committee from 1858-1860. Harrison was the supreme court reporter of Indiana from 1861-1862. He served in the Civil War for the Union, in the 70th Indiana Infantry Regiment, from July 1862 - June 1865, rising from the rank of second lieutenant to brigadier general. After the war he resumed his post as supreme court reporter of Indiana, and he resumed law practice with Albert G. Porter and William P. Fishback (who was later replaced by Cyrus C. Hines). In 1871, he was appointed by President Grant as defense counsel for army personal being sued for civil damages by Lambdin P. Milligan.
