Leon Smith, R-Twin Falls, is worried about the speed limit on Bellevues Main Street. So peeved is Smith about Bellevues 25-mph speed limit, he is pushing a bill in the Idaho Legislature that would remove the right of all Idaho cities to set the limits on state highways that run through their town. Smith says he likes the idea of 35 mph on the four-lanes of Main Street. He says 25 mph in Bellevue is too slow. For whom? For the kids and other pedestrians who must cross the four-lane expanse without any stoplights? Smith has never shown up at a Bellevue City Council meeting to object to the speed limit. Yet, he wants to return the authority for deciding speed limits in Bellevueand any other stretch of state highway that runs through small communitiesto state engineers.

Extractions: A bad piece of legislation was introduced this week in Ways and Means (I call it the Ways and Meanspirited Committee this week). The bill reverses the school facilities law suit, turns the plaintiffs into defendants and makes the lawsuit fall under a seven year old statute that this particular lawsuit was previously exempted from. Wendell benefitted from the school facility lawsuit because the legislature was forced to try to find ways to comply before going to court. The interest subsidy to Wendell made it possible to finally pass a bond. I think it is truly bad form for the legislature to try to take over the role of the courts.

Extractions: Phase 1 (Report No. 1) 4. CASE STUDIES Boise, Idaho Two site visit have been made to Boise. The first baseline visit occurred in December 15-19, l997. The first followup visit took place during the week of March 23-27, l998. Eugene, Oregon, was selected as a comparison site for Boise, Idaho, because both sites have similar demographic and community characteristics. The quantitative data collected from in-school surveys completed by students in both Boise and Eugene also showed similar patterns at baseline. These patterns, displayed in Exhibit 4-1 at the end of Section 4, further demonstrate that Eugene constitutes a reasonable comparison site for Boise. Exhibit 4-4 summarizes youth, parent, and community findings for both sites. The remainder of this report describes key data collected in Boise at baseline and at the followup visits 3 months later, as well as key findings in Eugene collected during the 3-month followup visit. Baseline Picture Ongoing Anti-Drug Activities in the Boise Community Over the past l8 months Boise has experienced a number of drug-related problems, such as youth-related shootings and a rise in the use of crank by youth. In response to these problems, the community has undertaken a number of collaborative activities. "Community In Action-Enough Is Enough" is an anti-drug and family responsibility media campaign initiated in l997 through a partnership between Doug Armstrong, President and General Manager of KTVB-TV, Boise's NBC affiliate, and Boise Mayor Brent Coles. The goal of the campaign is "To Help Kids Walk Drug-Free Through A Drug-Filled World." The campaign targets 7th-l2th graders and their parents. The foundation of the campaign rested upon a week-long visit in April l997 by inspirational speaker Milton Creagh who spoke at the Boise State Pavilion, focusing on personal responsibility and the importance of educating youth and their parents about the drug problem in Boise.
Extractions: (Part 3) Agency Responsibilities by Watershed Component The waters of the state, and its watershed components, include surface waters (lakes, and streams), groundwater (aquifers), and wetlands. Protection of the quality of waters is a matter of integrated interagency cooperation. As explained in some detail in Chapter 3 in the report, two general management approaches are used in the watershed: (1) resource protection and (2) pollution control. Table 1 presents the agencies as column headings, the various watershed components they are responsible for as row headings, and a filled-in cell for the primary program responsibilities of each agency. An asterisk in a table cell represents a secondary consultative or review role for the agency. Table 1 may be used to begin the search for concurrent authority ("overlap"). More than one filled-in cell in any row represents a potential for the duplication of effort, but such an assessment requires a deeper understanding of agency roles. Other potential overlap that might be observed in Table 1 may be explained by different agency authorities or programs in a particular watershed component. For example, IDL has a filled-in cell in the Stream Channels row in Table 1. The agency administers the Dredge and Placer Mining Act and the Surface Mining Act, which we have classified under stream channel protection for the purposes of developing Table 1.

Extractions: 6.5 cubic feet The records of the Bureau of Public Affairs Research were transferred to the University of Idaho library by the Bureau between June 1985 and March 1989. They were processed by Judith Nielsen in June and July of 1995. The Bureau of Public Affairs Research was established at the University of Idaho in 1959 as a unit within the Department of Social Sciences. Its main purpose was to provide research, training, and consulting services for state and local government agencies in Idaho. It also worked closely with state agency personnel and city and county governmental associations in planning Bureau activities and identifying major problem areas for research and training. In its first ten years of existence the Bureau completed seventeen major research studies: nine on city government, two on county government, two on the state legislature, and four compilations of election statistics. This level of activity continued until the retirement of Sidney Duncombe who directed the Bureau from 1973-1988. The Bureau also published for elected city and county officials handbooks which contain descriptions of the responsibilities and duties of local officials in Idaho. Other publications reported the results of studies into specific problems in local government, such as municipal home rule for Idaho cities, centralized purchasing for local governments, and use of annexation and extraterritorial powers of cities in solving urban fringe problems.
