Extractions: About the CSRD Program Comprehensive school reform is a means to improve student achievement through reorganizing and revitalizing entire schools, rather than implementing isolated programs. It uses well-researched and well-documented models for schoolwide change that are supported by expert trainers and facilitators. Challenging academic standards, strong professional development, and meaningful parent and community support are all part of a comprehensive school reform program. The Comprehensive School Reform Demonstration (CSRD) program is part of the FY1998 Labor-HHS-Education Appropriations Act. Sponsored by Congressmen David R. Obey (WI) and John E. Porter (IL), the CSRD Program provides funding to help schools adopt effective, research-based comprehensive school reform models that will help all students reach high standards. The program makes funds available to state education agencies to provide competitive incentive grants to districts for schools pursuing comprehensive reform. Of these funds, a significant portion is earmarked for Title I schools and the remaining funds may go to any school under the Fund for the Improvement of Education. Nationwide, up to 3,000 schools may be eligible for grants of no less than $50,000 (renewable for two years).

Extractions: 2003 Legislative Hotline This is the IEAs Legislative Hotline message for Thursday, January 9th. This morning Gov. Kempthorne presented his budget recommendations before a joint session of the House and Senate. Continuing the theme he developed during his State of the State address on Tuesday, the governor said: We have cut government for the past two years. We reduced spending, found efficiencies, and began a process of streamlining government that continues. We have cut the fat . . . and we have cut into the muscle. We are not asking our citizens to pay more to expand government. We are asking them to participate in ensuring that we can meet the critical needs of the people of Idaho . . . today and into the future. Economic times are so difficult, he told legislators, that the state needs not only to increase the sales tax by 1.5 cents but to make such an increase effective on May 1st rather than waiting until the new fiscal year begins in July. Why? Thats the only way even the current years budget can be balanced without additional reductions in state services.
Extractions: 2003 Legislative Hotline This is the IEAs Legislative Hotline message for Thursday, February 13th. The pace continued to pick up today at the legislature. The news that some legislators are considering a proposal to chop 2% ($18.4 million) from the currents years public school budget was on the lips of many legislators. As we reported yesterday, recent revenue estimates have made some nervous that FY03s (which ends June 30th) income to the state wont be sufficient to meet its obligations. The governor has already called for a 3.5% holdback on all state agencies, exempting public and higher education. But the continuing economic downturn has some legislators looking at adding to that holdback and extending it to education. Its time to contact your legislators! Ask them to oppose a holdback for public schools!
