Extractions: In 1996 bankruptcy and bad debts caused nearly $35.5 million in economic losses to Idaho providers of goods and services. As a result, prices of goods and services increased for all Idahoans. Consumer debt obligations have been growing twice as fast as wage and salary gains. Idaho ranks 12th in the nation in consumer debt. More than two-thirds of the nation's teens are worried about their financial futures and high school seniors frequently are unprepared for many of the critical financial decisions they need to make after graduation. In 1996 teens spent an estimated $109 billion. Teens, many of whom are unemployed, have access to more than 3.5 million credit cards. Our Response The University of Idaho Cooperative Extension System and the Idaho Financial Literacy Coalition in Boise are striving to improve financial practices by providing workshops and publications for the public, as well as classroom resources for teachers. Idaho Governor Phil Batt recognized the need for financial management education and the Idaho Financial Literacy Coalition efforts by proclaiming January 1997 "Financial Literacy Month."

Extractions: The Idaho State Controller's Office, located in Boise, is responsible for accounting and payroll operations, and for the state's Computer Service Center. It provides financial management information systems to all state government agencies and programs. Payroll and travel expense reimbursement services were targeted for improvement: Creating and updating employee payroll and personnel data was a paper-intensive process, time-consuming and subject to human error. On average, a paper form took 11.5 days to process due to routing among locations. Even forms with no errors had to be keypunched twice - once at the state agency the employee worked for and once by the Controller's Office staff. State funding for software that could automate the task - an estimated $8 million expenditure at the time, including hardware upgrades - was unavailable, so the Controller's Office was required to seek a solution compatible with its existing technological capabilities.

Extractions: Helping public agencies take advantage of available grant opportunities as well as providing research, planning and quality assurance services to the ISP. Quality assurance programs operated by ISP's Planning, Grants, and Research Bureau are designed to limit risk to the agency, as well as to ensure appropriate stewardship of taxpayer dollars. The three primary quality assurance programs within the bureau are Internal Audit, Management Audit, and Management Efficiency Review. The Internal Audit function was created in January of 2000 to monitor and evaluate application of ISP's practices for utilization of efficient and effective fiscal and administrative controls. It serves as a resource for all functional work units within ISP. The reviews conducted by Internal Audit are done to assist members of ISP in the effective discharge of their responsibilities. Management Audit activities are conducted annually within Idaho State Police Headquarters functions, as well as in each of the agency's six regions. These quality assurance programs utilize a validated self-assessment methodology that allows both managers and line staff to provide a variety of feedback to the agency director regarding policy, procedures, and current issues. One of the most vital components of this process is the identification of "best practices" throughout the agency system. Innovative regional business practices are examined for potential dissemination to and replication in other regions.
