However, the area is challenged to provide for adequate bridge crossings to span these rivers. Fortunately, most of the bridges are on designated state or federal highways, and thus have access to a larger source of funding. However, the eastern half of the metropolitan area which is experiencing much of the area's growth has a nine mile gap where currently no crossing of the Mississippi River exists. A plan has been developed and approved by local leaders which identifies the need for a new bridge closing the gap between Bettendorf and East Moline. Traffic using the new bridge is forecast to be 21,000 vehicles daily when it opens by the year 2020. For clearer reference, the new bridge shall be referred to as the "East Bridge" in this report. Unlike every existing bridge between Illinois and Iowa, the East Bridge corridor is not designated as part of the National Highway System (NHS) nor are there any state or federal routes which could be aligned across the bridge. Therefore, construction and maintenance of the East Bridge is the responsibility of the Quad Cities Area. Studies have shown that using tolls to support a new facility is not feasible. The county and municipal governments making up the Quad Cities area do not have the resources to collectively support the expense of any Mississippi River crossing. Therefore, the people of the Quad Cities need to join together to provide the resources and leadership needed to build the East Bridge.

Extractions: June 21, 2001 Right to Work laws guarantee the right of employees to decide for themselves whether a union deserves their financial support. They also prevent union officials from monopolizing workers and force them to accept a more voluntary relationship with the workers they claim to represent, and the employers without whom the jobs would not exist. That such voluntarism is not only morally right, but economically efficient as well, is borne out statistically, nationwide, and in the Midwest in particular. This is true, even of wages and income, one of the most misunderstood issues surrounding the Right to Work issue. Most comparisons of Right to Work and forced-unionism states are based on gross income, unadjusted for the wide variation of living costs and local taxes. The appropriate comparison across cities, states, and regions in measuring economic well-being is the purchasing power of after-tax income. The relevant question is this: Is money income after adjusting for taxes and the cost of living, i.e., after-tax real income, higher in forced-unionism states than in Right to Work states? Several reports have addressed this question. Two early studies compared adjusted incomes in Right to Work states with those in forced-unionism states showed that while
