Effective immediately, the Federal Government has adopted a new attitude to honor and not restrict faith-based and community initiatives, to accept rather than dismiss such programs, and to empower rather than ignore them. In welfare and social policy, the Federal Government will play a new role as supporter, enabler, catalyst and collaborator with faith-based and community organizations. The White House Office of Faith-Based and Community Initiatives has been established to make Federal programs more friendly to faith-based and community solutions and to make federal funding more accessible.

Extractions: Medicare Monitoring and Education Project Background Medicare was started in 1965 by President Johnson as an effort to increase access to health care for our country's most vulnerable citizens. The program was designed to give health care security to Americans age 65 and older, disabled, and those with End Stage Renal Disease. This program has been ineffective in accomplishing its initial goals. Too many Medicare beneficiaries are insecure and confused about their health care benefits, as well as increasingly unable to gain access to quality care. Problems in the current health care system: * Medicare + Choice undermines the social insurance promise of Medicare. The HMO's practices are often faulty and misleading and the greatest problem is their ability to pull out of the Medicare Managed Care market at their discretion if they are not maximizing their profits. In the past year, the number of Illinois Medicare beneficiaries enrolled in Medicare HMO's has decreased because the HMO's are not making the profits anticipated on the backs of senior beneficiaries. There are now only 8 percent of Medicare beneficiaries enrolled in HMO's in the state of Illinois. The HMO's that do offer coverage are dropping services and putting strict caps on prescription drug coverage, the major reason that beneficiaries enrolled in the plan. Managed care plans put Medicare beneficiaries at risk when they deny services, raise premiums and co-pays, or drop beneficiaries from plans without notice.
