This essay will chart the geography of Urbana-Champaign from a hybrid point of view: considering it from the vantage point of the local African-American community (or perhaps, more accurately, a point of view sympathetic to that community, of which I cannot claim to be a part) and at the same time from my own point of view as a white graduate student trying to make sense of this place. By looking at the politics produced in local geography, I will develop a materialist account of Urbana- Champaign. Geography is a substance and not just an instrument of local politics. Real (that is to say, material) local conditions themselves produce the imagined geographies that seem to underwrite them. Urbana-Champaign is a relatively quiet midwestern twin cities located three hours south of Chicago in east-central Illinois. We're just south of Interstate 74, and the last stop on I-72. The residential population is about 100,000; during the school year, the university probably adds about 25,000 to that number. Its not simply a university town, however. There are several major local industries: it supports factories for Kraft and Solo Cup, and its an old and thriving banking center. In fact, Urbana-Champaign is something of a regional center for a whole host of surrounding smaller towns. But the economy here (as in many other places) is not what it once was, and both towns are very concerned with 'image' issues, in terms of attracting businesses and in terms of attracting tourists. Thus, the promotional literature touts each town as having its own 'personality,' an over-generalization somewhat confirmed by my own experience.

Extractions: American Geography MAP M anufacturing is an important economic activity in the United States. The evidence of this is everywherein articles of clothing, items of preserved food, residential structures, means of transport and communication, and many other things. In spite of the presence of items manufactured outside the country, domestic industry remains paramount, and it is rare for any medium-sized U.S. town to be without at least some local employment in manufacturing. The northeastern United States, excluding northern New England, is the country's single most significant region of manufacturing ( Map 4 : 45K). This region is loosely defined on three sides by the Ohio River Valley, Megalopolis, and the southern Great Lakes. The western margin of the region is less clear; it blends gradually with agriculture-dominant landscapes across southern Indiana, Illinois, and beyond. In spite of the region's moderate extent and the growth of manufacturing elsewhere, the Manufacturing Core continues to be of tremendous economic significance in American geography. Its factories produce most of the country's steel, as well as a significant percentage of its motor vehicles and motor vehicle parts. Most of the important ports, the main centers of communication, and the primary financial centers are within or near the region, and the country's political capital is on the immediate margins. The region includes the two largest clusters of coalescing metropolitan areas: Megalopolis, and the group of large urban regions between Milwaukee (Wisconsin) and Chicago (Illinois) on the west, and Cleveland (Ohio) and Pittsburgh (Pennsylvania) on the east.

Macomb met the Certified City criteria in 1986 and has already started the documentation for 1989 recertification under the direction of Dr. Donald "Bill" Griffin, director of the Institute for Regional and Community Studies at Western. He and WIU graduate students are also involved in the original proposal. "Using the talents of university students interested in government has been very beneficial for the city's programs," said Macomb Mayor Robert Anstine. "They are willing to do numerous interviews, research documents and previous plans and then draft recommendation for our review." Communities seeking the Certified Cities status must document their efforts in seven specific economic development areas: business climate and service; community development; human development; community facilities; employment and training; business financial assistance; and marketing. The Certified Cities designation from the Illinois Department of Commerce and Community Affairs (DCCA) serves as an indicator to prospective business and industry that the community has demonstrated excellence in ways which have a direct effect on job creation.
