    Extractions: MONTREAL, March 13, 2002 Organized by the International Federation of Human Rights, the mission set out to gather information on the reported violations of civil and political rights as an official response to widespread protests at the government's failure to guarantee citizens' basic social, economic and cultural rights. It found an alarming deterioration in the living standards of the majority of Argentines and clear evidence that the government is not meeting its obligations to its citizens, as set out in the International Covenant on Economic, Social and Cultural Rights, ratified by Argentina in 1986. Official statistics show that currently 15 million of a population of 37 million live beneath the poverty line, with the numbers rising daily, and the middle classes affected as much as the poorer classes. Domestic production is virtually paralyzed, and the government, with its tax and debt revenues shrunk by 50%, is on the brink of bankruptcy. As the fissure deepens daily between the citizens of Argentina and the state institutions, the Mission was also alarmed to note the state's response of criminalization of legitimate social protest. Hundreds of cases, such as that of illegally imprisoned anti-hunger activist Emilio Ali, who has become a symbol of the government's attempts to delegitimize democratic dissent, only further discredit the judiciary, already dishonoured by its failure to bring to justice past military rulers for their crimes against humanity.

The Constitution concentrates a high degree of executive and legislative authority in the King, who determines domestic and foreign policy. The Prime Minister and the Cabinet manage the daily affairs of government. The Parliament consists of the 40-member Senate appointed by the King and the 80-member Chamber of Deputies, which is elected by the people every 4 years. After the 1989 elections and the lifting of martial law in 1991, the lower house began to assert itself on domestic and foreign policy issues. The Parliament elected in 1993, however, was less assertive than its predecessor. Over 500 candidates competed in the October parliamentary elections, despite a boycott by the Islamist and other parties. The election was marred by reports of registration irregularities, fraud, and restrictions on the press and on campaign materials

"I knew little about the details of that struggle," said Rosanna Wong from Hong Kong. They were talking about the National Civil Rights Museum located on the site of the former Lorraine Motel where Dr. Martin Luther King, Jr. was shot and killed on April 4, 1968. The museum not only honors King's memory, it houses a comprehensive overview of the U.S. civil rights movement. The international visitors were in Oxford, Mississippi to attend a conference on "International Perspectives on Race, Ethnicity and Intercultural Relations," held April 18-22 at the University of Mississippi. While there, however, they took time out to visit the museum located about 70 miles north of Oxford in Memphis, Tennessee. The main exhibits are vignettes capturing pivotal moments in the struggle of African Americans for equal rights in the United States, including the 1954 Brown v. Board of Education Supreme Court decision that outlawed school segregation, the 1955 Montgomery Bus Boycott that led to the ending of segregation in public transport, and the 1963 March on Washington at which King gave his electrifying "I Have A Dream" speech."

Four "Big Brother" awards were presented to the individuals, organizations, and departments which have done most to invade personal privacy. A "lifetime menace" award was given to an invader with a long history of attacking privacy. A new award: "Dog Poo on a Stick" was also given. The International Civil Liberties Monitoring Group (ICLMG) shares the concerns expressed by the Commissioner that the privacy rights guaranteed by the Canadian Charters of Rights are being seriously eroded by the web of anti-terrorism legislation adopted by Parliament since September 2001, or about to be adopted in coming months. "The Privacy Commissioner has performed a service for all of us, citizens and legislators, by focusing attention on the impact of Bill C-17 and related initiatives, on existing human and civil rights protections" says Gerry Barr, co-Chair of the International Civil Liberties Monitoring Group (ICLMG) and President/CEO of the Canadian Council for International Co-operation. "Like Mr. Radwanski, we are concerned that measures adopted to protect Canadians are being used as an excuse to increase the surveillance powers of police and of the state for purposes other than the fight against terrorism, and constitute a violation of basic freedoms under the Charter of Rights".
