While they cut more than $400 million from this year's budget and the next, education, for the most part, was spared from additional harmful cuts. The most notable exceptions, however, are the elimination of funding for K-12 and community college technology as well as the "Vision Iowa" money earmarked for school infrastructure. Although public education fared better than other state programs and services in terms of funding, ISEA President Jolene Franken says it's a hollow victory. "Iowa's K-12 schools and community colleges have lost nearly $200 million in funding because of this budget crisis, and we're certainly not out of the woods yet," she said. "As painful as it may be, we've got to start spreading the word that these cuts will impact the quality of education." Among the many consequences of inadequate funding are: Nearly two-thirds of Iowa's K-12 school districts (245) will see their budgets frozen next year. Class sizes will increase with the loss of an estimated 1,000 teaching positions due to layoffs and unfilled vacancies. (The loss of teaching positions would have been even greater, however, if the Legislature had cut the funding for the class size reduction/early intervention initiative.)

The "average" Iowa teacher is 42 years old and has taught in Iowa for 15 years. The average salary of Iowa's teachers varies widely from $27,099 in school districts with fewer than 250 students to $38,931 in districts with 7,500 or more students. The average Iowa teaching salary increased by only 2.2 percent in 2000-01. Only $177 separates Iowa teacher salaries from the next four states in the rankingsUtah (36th), Idaho (37th), Maine (38th), and Arizona (39th). Meanwhile, teachers in other states made great economic strides last yearOklahoma (up 10.2%), Colorado (up 7.1%), Delaware (up 5.9%), and North Carolina (up 4.4%). Iowa's ranking will only drop without a significant and sustainable infusion of new money. The Iowa Legislature recently allocated $40 million to fund a new teacher salary plan. But, according to ISEA President Jolene Franken, that is only a small, first step. "We can't afford to wait any longer to make Iowa teaching salaries competitive," said Franken. "Iowa school districts are struggling to attract and keep top-quality teachers."
