Wortmann, who received this top educational honor for her work in the K-12 educational system, has been an instructor at the BVU Ottumwa Center since 1984, and credits her contact with the BVU Center as one of the reasons for her professional growth during the past seventeen years. "I have always enjoyed several science disciplines," says Wortmann, "but I only teach in the life sciences area at OHS. The BVU classes allow me to keep current in the physical and earth sciences. That was immensely helpful when I took the Assessment Center tests for my National Board Certification two years ago." Throughout her 27 years of teaching, Wortmann has won several professional honors. She earned National Board Certification last year, won the Presidential Award for Excellence in Science and Mathematics in 1997, and from 300 applicants nationwide was selected as a "pioneer mentor" to other teachers across the country in using technology in the classroom. Wortmann is the second Center instructor in the past three years to earn Iowa Teacher of the Year. Jan Mitchell, a communications instructor at the Marshalltown Center, was chosen as the Iowa Department of Education's Teacher of the Year in 1997 and recently received the Distinguished Service Award from the Iowa Council of Teachers of English and Language Arts.

Each state determines its own certification standards. Increased mobility among teachers suggests that teacher candidates should have information about general requirements for certification and about where to locate particular state requirements. This digest provides information on certification purpose and types, how to obtain information about requirements, and prospects for change in requirements. THE PURPOSE OF CERTIFICATION Certification is a process by which the state evaluates the credentials of prospective teachers to ensure that they meet the professional standards set by the state education agency. Certification ratifies the quality of teachers' competence in subject area, educational methodology, teaching skills, and potential classroom management ability (Roth and Mastain 1984). Closely linked to certification is state program approval or institutional approval, which is the state's process of evaluating schools, colleges, and departments of education. The purpose of such approval is to ensure a common curriculum framework and professional standards so that the state's teacher education programs produce graduates who meet the state's certification requirements. Some states have developed their own standards for the approval of individual teacher preparation programs; however, the most commonly used standards are those which have been developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC) and have been in the process of almost constant revision for the past 35 years.

All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. This legislation in no way interferes with a state's ability to use federal funds to support their chosen method of teacher certification or testing. Having failed to implement a national curriculum through the front door with national student testing (thanks to the efforts of members of the Education Committee under the leadership of Chairman Goodling ), the administration is now trying to implement a national curriculum through the backdoor with national teacher testing and certification. National teacher certification will allow the federal government to determine what would-be teachers need to know in order to practice their chosen profession. Teacher education will revolve around preparing teachers to pass the national test or to receive a national certificate. New teachers will then base their lesson plans on what they needed to know in order to receive their Education Department-approved teaching certificate. Therefore, I call on those of my colleagues who oppose a national curriculum to join me in opposing national teacher testing and certification with the same vigor with which you opposed national student testing.
