All but Alaska and Iowa are in the process of, or have already implemented some form of mandatory teacher testing, as of April 1987 (Rudner, 1987). The limitations of state procedures, i.e., different standards, approaches and requirements (McCaleb, 1987), combined with significant improvement in evaluation techniques have led to the call for a system of national assessment. The Carnegie Forum on Education and the Economy, convened for the purpose of improving education and teaching, responded to the need for national criteria by launching the National Board for Professional Teaching Standards in 1987. Changes initiated by the Board are expected to transform teaching (albeit gradually) from an undervalued, underpaid profession to one enjoying higher standards, better salaries, and prestige. Teacher education, in the process, would be enhanced as pedagogical institutions consider, and respond to the requirements of a national criterion.

Long recognized for its outstanding teacher education programs, WIU has maintained its excellence in the traditional aspects of teacher preparation while undergoing expansion and development to meet the changing needs of society. WIU's teacher education program has a well-established and growing field experience program in which partnerships exist with cooperating private and public schools. Field programs provide extensive pre-student teaching clinical experiences in addition to senior student teaching. In 1920, her family moved to Iowa where she attended rural schools in Kossuth County, graduating from Swea City High School in 1934. An abiding passion for the earth sciences earned her a science scholarship to West Union College in Le Mars, Iowa, but economic factors precluded her attending. She enrolled in a two-year teacher certification program, graduating in 1936 at age eighteen. Following her graduation, she taught seventh and eighth grade classes, first in Ringstead, Iowa, from 1936 to 1940, then in Gilmore City, Iowa, from 1940 to 1942, and later in Council Bluffs, Iowa, from 1942 to 1944. At each post, she coached girls basketball, and in Council Bluffs coached boys baseball as well.

A teaching canidate does not need to be certified in any state except the state where she/he will be teaching. However, we strongly recommend applying for an Iowa teaching license upon graduation. Extractions: The National Board for Professional Teaching Standards (NBPTS) is a private, nonprofit organization governed by a 63-member board of directors, the majority of whom are classroom teachers. One Iowa teacher Joel Franken, a National Board certified retired art teacher from Denison, serves on the NBPTS Board of Directors. The Board was created in 1987 to develop standards and assessment programs for teachers. State Comparisons Successful candidates must develop a portfolio that includes documentation of teaching practice and student work, a videotape of classroom interactions with students and a written detailed analysis of teaching reflected in the videotape and student work. Candidates have reported spending over 200 hours developing their portfolios. Candidates must also complete a full day of assessment exercises related to subject matter content. The assessment day typically consists of four 90-minute tests. Any licensed teacher with at least three years of experience is eligible to apply for National Board Certification. Financial Support There is a cost of $2,300 for all candidates to register for the NBPTS program. Teachers obtaining National Certification will receive $2,500 per year for 10 years and full reimbursement of the $2,300 required registration fee, as part of a financial incentive package approved by the Iowa Legislature.
