MR. LINCOLN'S PLAN

The close of the War of the Rebellion, in 1865, found the country
confronted by a civil problem quite as grave as the contest of
arms that had been composed. It was that of reconstruction, or
the restoration of the States lately in revolt, to their
constitutional relations to the Union.

The country had just emerged from a gigantic struggle of physical
force of four years duration between the two great Northern and
Southern sections. That struggle had been from its inception to
its close, a continuing exhibition, on both sides, of stubborn
devotion to a cause, and its annals had been crowned with
illustrations of the grandest race and personal courage the
history of the world records. Out of a population of thirty
million people, four million men were under arms, from first to
last, and sums of money quite beyond the limit of ordinary
comprehension, were expended in its prosecution. There was
bloodshed without stint. Both sides to the conflict fought for an
idea--on the one side for so-called State Rights and local
self-government--on the other for national autonomy as the surest
guaranty of all rights--personal, local, and general.

The institution of negro slavery, the basis of the productive
industries of the States of the South, which had from the
organization of the Government been a source of friction between
the slave-holding and nonslave-holding sections, and was in fact
the underlying and potent cause of the war, went under in the
strife and was by national edict forever prohibited.

I must be permitted to say that I have been almost
overwhelmed by the announcement of the sad event which has so recently
occurred. I feel incompetent to perform duties so important and
responsible as those which have been so unexpectedly thrown upon me.
As to an indication of any policy which may be pursued by me in the

Exceptionally Readable
This book resuscitates a pivotal historical moment that has been unjustly relegated to obscurity. The author combines an exceptional knack for storytelling with a background in the personalities, issues and legal mechanics of impeachment that is never likely to be duplicated. I laughed at Stewart's menagerie of characters even while learning about the roots of the Jim Crow tragedy and the Clinton impeachment debacle.

A Terrific Book
David Stewart has authored a thorough and very readable review of the impeachment and trial of Andrew Johnson.His scholarship is evident throughout.Stewart's background as an attorney is clearly an asset as he takes the reader through the legal and political thicket that is the "war" between the radical Republicans and Johnson.As a writer, Stewart takes no sides.Instead, he offers this compelling story from many perspectives and in the context of the day and time it took place.As a result, even readers familiar with the post civil war chaos so abundant, North and South, gain added insights into what these first post war years were really like.If you appreciate nineteenth century American history you'll certainly enjoy this book.

This author has a clear grasp of the facts and engages us in the true story very well.You learn facts that you never knew or that rounded out what you did already know.It is an easy read, but not quite a page-turner.Helpful charts and pictures kept the characters organized and better understood.The back-stories of the multiple players were entertaining and the similarities to the political players of today were striking.His effort to include references and other background was very successful.

Informative, yet tedious and narrow (3.7*s)
This book focuses almost entirely on the details of the entire impeachment process of Andrew Johnson in 1868. The story told by the author has several key components. First, the intransigent Johnson, almost immediately upon assuming the Presidency in 1865, permitted the old Southern aristocracy to form state governments and seek to rejoin the Union, while concurrently implementing Black Codes that essentially kept newly freed men in a state of total subservience - all of which tremendously antagonized the dominant Congressional faction, the so-called Radical Republicans, who were astounded that rebels who tried to destroy the Union at such a horrendous cost would be allowed to resume their former lives with few consequences. Johnson would not compromise with Congress, either vetoing their Reconstruction legislation or refusing to enforce its provisions. Second, Johnson so frustrated Congress that after twice failing to impeach Johnson, a Tenure of Office Act was rammed through Congress by the redoubtable Thaddeus Stevens of PA on the hopes of entrapping Johnson in an illegal act. Third, his dismissal or suspension of Edwin Stanton as the Secretary of the War Office without Senatorial approval gave the House a basis for constructing eleven highly vague and confusing articles of impeachment based largely on violations of the constitutionally dubious Tenure Act. Fourth, the ensuing Senate trial was so long and drawn out with interminable legalisms being resolved that the merits and substance of the indictments and the overall concerns of the Republicans were almost buried. Fifth, of great concern to the author, were the indefatigable and far-ranging efforts of political allies to buy enough votes, either through promises of control of patronage or outright bribes, to acquit Johnson.

The author's telling of this disgraceful chapter in American history is quite tedious and repetitious. Many characters, some quite obscure, were involved in the impeachment proceedings and in the influence schemes with very little net impact. The author devotes little space to the political dynamics of the times. With huge majorities in both the House and the Senate, it is never clear why the Republicans lost the drive to follow through on the reconstruction of Southern society, although the absence of inspired political leadership is suggested. Furthermore, the specific Congressional reconstruction aims are scarcely discussed, with only vague mention of such measures as the Freedman's Bureau, the Civil Rights Act of 1866, the Reconstruction Acts of 1867, etc. The book essentially takes up where Garrett Epps' DEMOCRACY REBORN stops in his discussion of the revolutionary nature of the Fourteenth Amendment of 1866 and is certainly dependent on a book of the breadth of Eric Foner's RECONSTRUCTION to provide the background in which Johnson's impeachment was played out.

The author is best in his attempt to put Johnson's impeachment in broad historical perspective. Perhaps foremost is the issue of what constitutes an impeachable offense; sheer incompetence is difficult to construe as "high crimes and misdemeanors." Yet the notion that impeachment is simply a judicial determination concerning a crime belies its highly political nature. Stevens, recognizing the unlikelihood of proving criminal behavior, constructed a highly political eleventh article of impeachment based on Johnson's ignoring and bypassing the Radical Republican's policies. Of course the vote buying of the jurors, that is the Senators, has no equivalency in a strictly legal setting.

Contrary to the contention that impeachment undermines constitutional structure, the author contends that the impeachment process acts as a safety value for the American political system. While it may fail to remove a president, it does tend to expose what is disagreeable to a large segment of the electorate and to subsequently moderate the offending behavior - a partial and safe remedy. The author takes to task those who suggest that the Republican senators who voted for Johnson's acquittal were men of principle willing to sacrifice for the greater good of the country. It is quite clear that such a notion is entirely fanciful. Perhaps the most well-known advocate of this view is none other that John F. Kennedy in his PROFILES IN COURAGE, who suggests that Kansas Senator Edmund Ross' vote for acquittal was a tremendous act of courage. In actual fact, immediately after the vote, Ross cashed in the many chips that had been directed his way and had Johnson appoint numerous individuals of questionable ability and ethical standards to a variety of governmental positions that had definite money making potential.

Lincoln's legacy is only indirectly a part of this book. Johnson held Lincoln's general ideas that the Union should generally be lenient towards Southerners but hardly his views on the equality of men. But Lincoln's plans did not foresee the Southern developments that became evident soon after the War's end. As the author suggests, Lincoln's legacy is not one of policy, but one of concern for the Union and his fellow man. The fight that culminated in Johnson's impeachment was one over whether a president has the power to essentially negate the sacrifice and good intentions of an entire nation. It is an enduring question as to the course the nation would have taken had Lincoln lived.

While the book is laborious and narrowly focused, it does cover the players surrounding Johnson's impeachment, certainly an important, though sordid, occurrence in our history. Johnson remains elusive as his extreme obstinacy and willingness to antagonize others is hard to picture in a president. Other than a tendency to over consume alcohol, the author gives little basis for such a dysfunctional personality. The author provides a brief review of the directions that the lives of several of the key players took in subsequent years, but the situation in the South in ensuing years is barely mentioned.

Nice Fresh Look at an Important Story

In the preparation of this book I have neither spared time or money, since I became satisfied that John Wilkes Booth was not killed, as has been supposed, at the Garrett home in Virginia, on the 26th day of April, 1865, and present this volume of collated facts, which I submit for the correction of history, respecting the assassination of President Abraham Lincoln, and the death or escape of John Wilkes Booth.

Personally, I know nothing of President Lincoln, and knew nothing of John Wilkes Booth until my meeting with John St. Helen, at my home in Texas, in the year 1872.

The picture which John St. Helen left with me for the future identification of himself in his true name and personality, was first identified by Gen.D. Dana, of Lubec, Maine, as John Wilkes Booth, January 17, 1898.

The second time by Junius Brutus Booth, the third, of Boston, Mass., (he being the oldest living nephew of John Wilkes Booth), on the 21st day of February, 1903, at Memphis, Tenn.

The third time by the late Joe Jefferson (the world's famous Rip Van Winkle), at Memphis, Tennessee, on the 14th day of April, 1903, just thirty-eight years to a day from the date of the assassination of President Lincoln. I here make mention of
this identification because of its importance. Among the personal acquaintances of John Wilkes Booth none would know him better than Mr. Jefferson, who was most closely associated with him for several years, both playing together on the same stage. I know of no man whose knowledge of Booth is more to be trusted, or whose words of identification will carry more weight to the world at large. While there are many other important personages equally to be relied upon that have identified his pictures there is none other so well known to the general public, having identified the picture taken of John St. Helen, in 1877, as being that of John Wilkes Booth thus establishing the fat of actual physical proof that John Wilkes Booth was living in 1872, when I met him under the name of John St. Helen, as also when he had his picture taken and left with me in the late winter er early spring of 1878, twelve years after the assassination of President Lincoln.

It is well in this connection to call attention to other physical proofs of the identification of John Wilkes Booth by referring to the deformed right thumb, just where it joined the hand, and the mis-matched brows, his right brow being arched and unlike the left. The deformity of the right thumb was caused by its having been crushed in the cogs of the machinery used for the hoisting of a stage curtain. The arched brow was caused by Booth being accidentally cut by McCullum with a saBre while they were at practice as the characters of Richard and Richmond, the point of McCullum 's sword cutting a gash through the right brow, which had to be stitched up, and in healing became arched. And especially attention is called to the identity of these marks in his pictures, more particularly the one at the age of 64, taken of him while he was dead and lying in the morgue. During life Booth carried a small cane between the thumb and forefinger of the right hand to conceal that defect; observe this cane in his hand, in the picture of him at the age of 27. These physical marks on Booth's body settle without argument his identity. However, in all instances of investigation I have sought the highest sources of information and give the conclusive facts supported by physical monument and authentic record.

Those that believe all the government claims are foolish
There is compelling evidence that John Wilkes Booth did indeed commitsuicide in 1903 in Enid, Oklahoma. No only was the body identified by his kinfolks, but the body's condition coupled completely with the known problems that JWB inherited after his jump.

Those that believe he was killed on the Garrett farm, do not realize the efforts the government took to hide the body so those that knew him, in fact one doctor who knew Booth did view the body and told those around him that this was not John Wilkes Booth.And yes, the family did "identify" the dead body's skeleton, but they wanted the investigation to end, they knew JWB was alive.

Those that believe that JWB died at the garrett farm, probably believe that Oswald killed Kennedy, which he did not.

This DID HAPPEN
This book is great and he did act on stage after the assassination.Why the other person wrote that this book is not worth reading I will never know.It shows two pictures of Booth after the assassination when he was living under an alias.It is filled with evidence. If you would like to know who was killed in the barn instead of Booth you should read "Return of the Assassin John Wilkes Booth".It is filled with new evidence. Both of these books are must reads.

No Way This Could Happen!
When Lincoln was killed he was an old man of 56, while Booth was only 27 at the time of the assassination.I really can't figure why this fiction was written, as the travesty was done when John Wilkes Booth was gunned down from a slat in the barn.He had no way to escape!

It's just like the rumors which spun about Elvis Presley that he was an informant for the FBI and did not die of an overdose of drugs in his mansion in Memphis, Tennessee, that he was relocated to Germany.Do you think that man could have spent all these years hiding and not singing.No Way!

Just like the fiction that Booth lived to confess years later.Could he have gone on with his life without acting on the stage?Whyever would he confess and link the Vice President to the conspiracy.Andrew Johnson was supposed to have been abducted at the same time as Lincoln, only his assailant got too drunk to do the deed.Now, this little myth maker tries to make us think that he was in on the kill of Lincoln so that he could take over.He had his hands full of the reconstruction and other things which were continually going wrong.He was definitely not like Lincoln in any way, but a man from Tennessee who had been governor of this Volunteer State would never have done that.Now Texas is another matter altogether.Why this was written, I'll never know!It's just not worth the bother to look at, or read trash about an honorable assassin.He had health problems and perhaps though he was dying anyway.Who will ever know?No one who reads this volume in history.

A Great Find!
All Lincoln scholars willfind this book of interest particularly for when and how it was written.Had to have been a "bestseller" in 1908!

Historical fiction
Awhile ago I also reviewed Mr. Theodore J. Nottingham's book, "The Curse of Cain", in which Mr. Nottingham claims that not only is he a great-grandson of Booth, but Booth escaped in 1865 and died in Oklahoma in 1903. While an extremely attractive idea, I'm afraid that none of it is true. Mr. Bates proves his incompetence in the first sentence of the book, in which he claims that Abraham Lincoln was born near Salem, Kentucky (his real birthplace was 170 miles away). As the book goes on it makes less and less sense. If any of you have ever seen the tintype that Bates claims is Booth in the 1870's and still believe that this man is Booth, then I'm afraid there is no hope for you. The facial structure is completely different than that of the real Booth, who was actually much more handsome than the man in the picture. Also, many items were found on the body taken from Garrett's farm that identify the body beyond a doubt as belonging to John Wilkes Booth, right down to a pin given to him by a fellow actor that he kept with him at all times. I am very sorry, but Mr. Bates' work, like Mr. Nottingham's work, is nothing more than fiction. Case closed. ... Read more

Following Obama's inauguration speech, I was interested in comparing it to the ones that had come before. This book brings them all together, and, through the hyper-linked front index indicating the president's name and the year of the inauguration, they are very easy to browse and read. John Caldwell Calhoun (1782-1850) was a leading United States Southern politician from South Carolina during the first half of the 19th century. He was the first Vice President to resign his office. He was an advocate of slavery, states' rights, limited government, and nullification. In 1817, President James Monroe appointed Calhoun to be Secretary of War, where he served until 1825.
