This document attempts to provide a basic framework for consideration when writing or updating those policies and procedures in school districts throughout the State of Washington. No attempt has been made to be inclusive, but rather to address those policies, or portions of policies, having a direct impact on library programs. Included is a basic outline of items to be considered when writing these policies, references to appropriate current RCWs and WACs, some sample policies from several school districts around the state and position statements from national and state organizations. School district policies are dynamic and often in need of revision and/or updating in order to be in compliance with current law, changes in educational philosophy and other advancements of society. It is hoped this document will be useful to library media specialists who accept the professional responsibility of participating in the writing of school district policy or who want guidance in gaining a better understanding of various policies and the procedures to implement those policies.

Mancall, Brian Stafford, and Colleen Zanger ICPrize Encourages Serendipity and Adds Value In the Fall1998 issue of Information Searcher (Vol. 10, no.4, 1998) we initiated our discussion of ICPrize, AASL 's ICONnect reward for collaborative creation of successful curriculum units using technology. ICPrize supports ICONnect's purpose: to position school library media specialists and school library media centers as the electronic information connection in the school. The stories below show how collaboration with a librarian can increase a teacher's success in enabling student learning and innovative student production. The catalyst for each situation was the awareness of an award, and in both cases a well prepared, professionally tuned-in librarian was able to help an English teacher take advantage of these serendipitous events and add value to the students' study of Shakespeare's Julius Caesar.
