Extractions: SEER is a cooperative program that helps state education agencies in their efforts to strengthen the role of environment-based educational approaches in K-12 curricula and systemic reform efforts. SEER's staff coordinates professional development activities and research programs, disseminates educational resource materials and provides technical assistance to the states. A 1994 study of federal and state education agencies, local school districts, universities and environmental organizations revealed a broad-scale need for better information about strategies that are working to integrate environmental content, pedagogy and principles into formal K-12 educational systems. This study found that EE had achieved only minor integration in systemic education reform efforts. (Click here to see a copy of the report) As part of the study, environmental education coordinators from nine state education agencies convened to identify what specific steps needed to be taken to build a better knowledge base for the field. Among their recommendations was the establishment of a national entity that could help facilitate information sharing among the EE coordinators in the various state agencies and identify successful implementation strategies that might be replicated.

Extractions: Kentucky has had several incompatible network services for state agencies and business in the past. To eliminate this duplication, the state signed a contract in January 1995 for a statewide fiber optic network to be built by private companies. The network will carry data and video communications, all state government telecommunications traffic, and client-server information. It will initially be used by state agencies, municipalities, and universities, and eventually by the private sector. There are 12 nodes, or network access points, in major cities. Digital switching is in place or is being installed at local telephone exchanges throughout the state, according to the Kentucky Cabinet for Economic Development. Under the terms of the contract the state pays nothing toward the construction costs of the network. However, it is obliged to purchase information services from the consortium of private companies led by South Central Bell for ten years. The Kentucky Education Technology System (KETS) is mandated by the legislature to provide a data and video communications network to all 176 school districts and 1,366 schools to facilitate information sharing. Internet access to all school districts was completed by August 1995. District office connections function as the hub for connection of all the schools in the district. KETS uses the state's network to connect nearly 1,400 schools for distance learning.
