Peter Schifferle contends that the determination of American army officers to be prepared for the next big war was an essential component in America's ultimate triumph over its adversaries. Crucial to that preparation were the army schools at Fort Leavenworth.

Interwar Army officers, haunted by the bloodshed of World War I's Meuse-Argonne Offensive, fully expected to return to Europe to conclude the "unfinished business" of that conflict, and they prepared well. Dr. Schifferle's book on Fort Leavenworth and its Command and General Staff College. Schifferle's thesis is that the CGSC was responsible for the exceptional performance of the U.S. Army during WWII and he makes his argument very well. The United States Army was underfunded and not very large when compared to the armies being organized in Europe and Asia, where it would soon be fighting. But the experienced faculty who came on board following WWI organized the CGSC in a well-thought-out manner and as a result the Army had a large number of trained staff officers and potential commanders to lead the divisions, corps, and armies created to beat the axis. Not necessarily an easy read but certainly an important book.

I was very pleased to see my copy of Dr. Schifferle's work arrive. First, I note that the author has outstanding credentials for this topic.Here, the biographical information is understated for the general reader, but speaks volumes for people who know anything about the School of Advanced Military Studies.Clearly, Dr. Schifferle is an accomplished historian and an expert in his field.Second, I appreciate both the bibliography and footnotes; Iused both to gain insight into the scope and depth of the author's research. For example, I surveyed the sources that he used for the discussion on doctrinal development in the 1920's and found that material to be very interesting, to include the origins of the FM 100-5 manuals most professionals are so familiar with. Third, the text is well written prose with excellent analytical structure and substantive support for his arguments. In essense,I learned a lot about the Army as a "learning institution" in the inter-war years, showing the intellectual growth of officer corps as a whole (as opposed to the "intellectual leaders" that we so frequently read about).This book gave me a deeper appreciation for the relationships between experience (i.e. WWI), a flowering intellectual discourse (i.e. in professional journals), experimentation leading to new theory, resulting in new doctrine disseminated through the school system, and subsequently adjusted by new experience (i.e. WWII).This book clearly demonstrates the value of professional military education, illustrating many important concepts and innovations that reached fruition in WWII.

My $34.93 book arrived today and I quickly thumbed through its contents.

I have concluded that CERTAIN books should be printed in two editions:
a.) fully annotated for scholars at the full price and
b.)"somewhat" annotated for general readers at a lower price.

The book is 295 pages long. The text consists of 196 pages and there are
57 pages of footnotes ( about 1/4 of the text ). Some of the footnotes are quite
detailed.The entire page 221, for example, expounds on TWO footnotes.Why couldn't some of the longer footnote contents be incorporated into the text ?
This would have made for a better "read".

For all readers' information, the bibliography is 23 pages long and the index is another 20 pages. Although the book was well written and informative, I would
suggest buying a used copy.

This book examines the fundamental role of politics in funding our public schools and fills a conceptual imbalance in the current literature in school finance and educational policy. Unlike those who are primarily concerned about cost efficiency, Kenneth Wong specifies how resources are allocated for what purposes at different levels of the government. In contrast to those who focus on litigation as a way to reduce funding gaps, he underscores institutional stalemate and the lack of political will to act as important factors that affect legislative deadlock in school finance reform.

Wong defines how politics has sustained various types of "rules" that affect the allocation of resources at the federal, state, and local level. While these rules have been remarkably stable over the past twenty to thirty years, they have often worked at cross-purposes by fragmenting policy and constraining the education process at schools with the greatest needs.

Wong's examination is shaped by several questions. How do these rules come about? What role does politics play in retention of the rules? Do the federal, state, and local governments espouse different policies? In what ways do these policies operate at cross-purposes? How do they affect educational opportunities? Do the policies cohere in ways that promote better and more equitable student outcomes?

Wong concludes that the five types of entrenched rules for resource allocation are rooted in existing governance arrangements and seemingly impervious to partisan shifts, interest group pressures, and constitutional challenge. And because these rules foster policy fragmentation and embody initiatives out of step with the performance-based reform agenda of the 1990s, the outlook for positive change in public education is uncertain unless fairly radical approaches are employed.

Wong also analyzes four allocative reform models, two based on the assumption that existing political structures are unlikely to change and two that seek to empower actors at the school level. The two models for systemwide restructuring, aimed at intergovernmental coordination and/or integrated governance, would seek to clarify responsibilities for public education among federal, state, and local authorities--above all, integrating political and educational accountability. The other two models identified by Wong shift control from state and district to the schoool, one based on local leadership and the other based on market forces. In discussing the guiding principles of the four models, Wong takes care to identify both the potential and limitations of each.

Written with a broad policy audience in mind, Wong's book should appeal to professionals interested in the politics of educational reform and to teachers of courses dealing with educational policy and administration and intergovernmental relations.

Written for middle school students, this history is spiced with tales, photos and sidebars seldom seen in history books. My daughter loved the book because these characters match her fictional favorites for fortitude and impact. "Hey, Mom, listen to this..."Apparent exhaustiveresearch, unusual photos, strong creativity.The story-telling charm isoff-set, however, by misspelled words, omission of prehistoric eras, andrewrite of characters who are not socially mainstream or exemplary. When Arthur Gochman filed a class-action suit in 1968 on behalf of San Antonio school children, he and his clients were directly challenging the inequality of education funding in Texas. They argued that quality education, not merely basic schooling, was a constitutional right, and a district court agreed. But the Supreme Court overruled that decision, signaling a halt to the idea that the Constitution contained a right to an equal education and marking an important transition from the Warren to the Burger Court.

Paul Sracic assesses the impact of this 5-4 decision. His is the first book to consider Rodriguez, tracing its progress from inception through appeal to provide a fascinating account of the legal maneuvering of the two sides-and a lesson in the limits of judicial solutions to discrimination in education.

Sracic brings together the varied strands in this complex case, while clarifying the positions on both sides of the conflict. Justice Lewis Powell argued that education was not a constitutionally protected right and that the Equal Protection Clause does not require absolute equality or precisely equal advantages, while dissenting Justice Thurgood Marshall called the decision a retreat from America's commitment to equal opportunity that denigrated Brown v. Board of Education.

Sracic interviewed Demetrio Rodriguez, the parent whose name headlined the original suit, along with several students involved in the case. He also delved into Justice Powell's papers to show the influence of his prior experience championing local rather than state control over education and his fear of centralization's potential constraint on states' rights.

In the wake of Rodriguez, the issue of school funding acquired a much higher national profile, even as efforts to reform it struggled toward varied degrees of success. Sracic's very readable account unravels the complex legal doctrine that links this vitally important case to the Fourteenth Amendment's guarantee of equal protection--and argues that one cannot fully grasp the scope of that amendment without fully understanding Rodriguez.
