A major reform of higher education in Kentucky was initiated in 1997, which completely changed the governing institutions of the community and technical colleges throughout the state. The legislation formed a new entity known as the Kentucky Community and Technical College System. As with most reform efforts, when changes were initiated, there was uproar and confusion. The following research examines the changes and uncertainty that occurred before the development of KCTCS and up until the end of 2005. This historical qualitative study explores the beginning and development of the new system. Examination of the perceived need for reform of higher education in Kentucky and the formation of KCTCS was considered and a use of organizational metaphors was observed for an understanding of the need for a positive defining symbol for personification of an organization. Furthermore, organizational culture and theory was conceptualized to initiate an understanding of the problems associated with institutional change. I had seen the relish with which master and friends took drink from a bottle, and seeing a similar bottle in the closet, I thought what was good for them would be good for me, and I laid hold of the bottle and took a good draught of (Oh, horror of horrors) oxalic acid, and the doctor said my safety was occasioned by a habit I had of putting my head in the milk pail and drinking milk, as by doing so the milk caused me to vomit and saved my life. About this time my mother was sold to a trader named Woodfork, and where she was conveyed I have not heard up to the present time. This circumstance caused serious reflections in my mind, as to the situation of slaves, and caused me to contrast the condition of a white boy with mine, which the following occurrence will more vividly pourtray. One morning after my mother was sold, a white boy was stealing corn out of my master's barn, and I said for this act we black boys will be whipped until one of us confesses to have done that we are all innocent of, as such is the case in every instance; and I thought, Oh, that master was here, or the overseer, I would then let them see what becomes of the corn. But, I saw he was off with the corn to the extent of half a bushel, and I will say nothing about it until they miss it, and if I tell them they wont believe me if he denies it, because he is white and I am black. It is a part of the Jefferson County Public School District. DuPont Manual is recognized by the United States Department of Education as a Blue Ribbon School. Manual opened in 1892 as an all-male manual training school. It was the second public high school in Louisville. Manual merged with its rival, Male High School, into a consolidated school from 1915 to 1919. Manual permanently merged with the Louisville Girls High School in 1950 and moved into their Gothic style three story building, built in 1934. In 2004, after conducting a poll, Louisville's Courier-Journal newspaper listed Manual as one of Louisville residents' ten favorite buildings. As a coeducational school, Manual experienced a decline in discipline and test scores in the 1970s. In 1984, Manual became a magnet school, allowing students from throughout the district to apply to five specialized programs of study, or magnets.
