Extractions: Republic of Nagorno Karabagh (Artsakh) The Flag - By Stuart Notholt he flag of the Republic of Nagorno-Karabagh (Artsakh) was adopted on June 2nd 1991. It is derived from the flag of Armenia, which consists of three equal horizontal stripes of red, blue and orange with a westwards pointing step like arrow (white division), which signifies very graphically Karapagh's current separation from Armenia, and its hopes for union with the Motherland. The design also recalls that of the world famous (and very expensive) Armenian rugs. The Artsakh flag is surely a good example of what a national flag should be, it is highly distinctive and individual and encapsulates its nation's history, culture and aspirations. The Coat-of-arms The coat-of-arms of the Republic of Nagorno-Karabagh is made up of the following elements: The eagle - which is the dominant figure on the coat-of-arms. A symbol of pride and strength. The shield - centred on the chest of the eagle is a shield made up of three deferent elements; A panorama of a mountain range, which represent the topography of the Republic of Nagorno-Karabagh, from which its name was derived, (Nagorno - in Russian means mountainous).

Extractions: The Nagorno-Karabagh area has during the last ten years been the reason to a conflict between Armenia and Azerbaijan. Nagarno-Karabagh is an enclave in Azerbaijan, with no border with Armenia, but the majority of the population is Armenian, with a different culture, religion and language than the Azeris. In 1988 the Armenians in Nagorno-Karabagh petitioned to becoming a part of Armenia. The refusal led to massive demonstrations in Armenia and Nagorno-Karabagh. The Karabagh Armenians declared independence in 1991, seizing almost 20 percent of the area of Azerbaijan, and creating one million refugees. A cease-fire has been in effect since May 1994, but the parts can not come to a peaceful solution. Armenia refuses to recognise the Lisbon Protocal from 1995 (made in agreement with the Organisation for Security and Cooperation in Europe, OSCE), which is a declaration of principles for how to resolve the conflict. The Armenian president Levon Ter-Petrossian's resigned his post in February 1998. His resignation Former Prime Minister Robert Kocharian became president of Armenia. After this the attitudes against Azerbaijan have hardened. In May 1999 The All Azerbaijan Movement for Karabagh submitted a proposal which includes five steps to end the conflict. The plan offered the Karabagh Armenians a limited autonomy (an autonomous republic within Azerbaijan). The proposal also included some demands, the Armenian troops would be replaced with international peace keepers from UN and OSCE.

Extractions: With the collapse of the Soviet Union, the Armenians of Nagorno-Karabagh were plunged into a war for independence against a vastly superior (in terms of numbers and military might) Azerbaijan. Six years of barbaric war wreaked havoc on Nagorno-Karabagh, claiming thousands of lives, creating tens of thousands of refugees and bringing widespread physical and economic ruin over the land. The only (and astonishing) saving grace: victory on the battlefield and control of almost all of Nagorno-Karabagh. Since a tentative cease-fire in 1994, the Armenians of Nagorno-Karabagh have rushed headlong into creating all the trappings of statehood and call themselves a republic though no one else does. Still technically in a state of war and under a severe economic blockade, they have been struggling to rebuild their land, restore dignity to their lives and create a future for themselves. This project is also an extremely personal one. I have forged an astonishingly intimate bond with the Armenians of Nagorno-Karabagh and though I travel nearly 10,000 miles from my home to reach them, every trip feels like a homecoming. I have found my ancestors my grandparents and my children. Extending far beyond photo-documentation, this project has become an exploration for me of my own roots as an Armenian.

B. This truly is an unprecedented historic event, which by focusing Armenia-Diaspora relations, is initiating the kind of process which will henceforth ensure a qualitatively new level of concerted collaboration of all the elements of the Armenian people, to jointly examine and together resolve national issues.

Extractions: Armenian Version As an outcome of the Armenia Diaspora Conference, we anticipated the adoption of specific projects as well as a discussion of mechanisms for general collaboration between Armenia and Diaspora. During the planning stages, and during the thematic panels which were held during these two days, many specific and general projects and needs have been articulated. A summary of all sessions, together with copies of specific submissions will all be posted on www.armeniadiaspora.com , as well as all responses and commentary about those proposals. Attached are selected proposals, chosen because they are necessary, implementable and affect both Armenia and Diaspora. We expect that these projects will become the means through which the proposed mechanism for planning and implementation is optimized. We hope also that in the process of implementing these projects, such mechanisms for Armenia Diaspora collaboration will become institutionalized. Finally, we anticipate that through these projects, regular formal and informal meetings will take place among those interested in collaboration. Thus periodic all-encompassing Armenia Diaspora Conferences will become a means and a forum for linking the right individuals and organizations to the right projects, and where specific projects are adopted on an ongoing basis and others are noted for their completion. Projects Adopt ed COMPUTERIZATION OF SCHOOLS The objective is to computerize all 1500 schools in Armenia and another 200 in Nagorno Karabagh. Of this total, 300 will be connected by 2003, through the resources of existing programs The target is the completion of the remainder by 2005. Education in Armenia and Nagorno Karabagh must remain relevant and effective in order to form students suited to the challenges and techniques of the information age. This will close the existing gap and nurture educational development. What is needed is a plan for acquisition and implementation, equipment, training, instruction and internal management.
