The city now has 13 CLCs, which are partnerships based in schools or other community locations where neighborhood teams plan, implement or expand projects that meet the community's needs. The 30-month technical assistance grant is from the National League of Cities' (NLC) Institute for Youth, Education and Families. While no monetary value is associated with the grant, it enables the city to access national experts in establishing and sustaining CLCs and underwrites site visits to other cities which have received similar grants. "We have a great school system, but every system has students who need more help and support than others," said Mayor Wesely. "We need a coordinated, community effort to address this achievement gap. The partnerships and collaboration offered by the Community Learning Centers have enormous potential. By supporting and sustaining these Centers, we are supporting and sustaining our neighborhoods and families, while giving students greater opportunities to succeed in school."

From 1993 to 1998, the Lincoln Public Schools along with 19 other sites across the country participated in the National Library Power Program. This well-known national program was a $45 million initiative designed to improve teaching and learning by focusing on library media centers as a focal point for the educational program in public elementary and middle schools. Other communities involved in the initiative were New York, Paterson, Denver, Cleveland, Philadelphia, Nashville, Chattanooga, Miami, Baton Rouge, Lynn, New Haven, Providence, Mon Valley, Atlanta, Berea, Cambridge, Tucson, and Wake County. Important Plan Elements 1. The Library Power Project was administered through the LPS Foundation using the services of a Library Power director and staff who supported each school's individual implementation plan for each of four components. All projects were designed to further strengthen the school library media program vision as described by the Lincoln Public Schools Library Media SIM Study. The LPS Library Media Services department assisted with grant implementation activities. A large community-based LP advisory committee provided vision and additional support.

    Extractions: Dean Several years ago this college, under the leadership of R. Neale Copple and Wilma Crumley, established a parachute-in seminar directed by Michael Stricklin. Speakers were invited by letter, and a miniature parachute was enclosed with the letter. Thus, our college has a tradition of keeping in touch with journalists in Nebraska and from coast to coast. What journalism educators have not done as well is focus on media and journalists in the non-English speaking world. My observation has been that few programs have a long tradition of maintaining any semblance of international emphasis. Thus, as president of the Association for Education in Journalism and Mass Communication, I scheduled the first meeting of the association in a non-English speaking nation. The AEJMC met in Mexico City Jan. 11-14 to interact with journalists and journalism educators from throughout Latin America. Papers were presented on Latin American journalism. Panels discussed media issues concerning the Americas, and prominent journalists addressed the group. Participants also had time to travel the city and soak in the culture.

Governor Dave Heineman unveiled advertisements Thursday to be used in a statewide promotion against tobacco use. As part the Tobacco Free Nebraska program, the $700,000 media campaign will feature a variety of advertisements for newspapers, magazines, billboards, radio, television and movie theaters. "The purpose of the campaign is to prevent tobacco use and to create awareness about the hazards of environmental tobacco smoke (ETS)," Heineman stated. "The Tobacco Free Nebraska media campaign presents a unique opportunity for the state to creatively and effectively address the number one preventable public health problem today, tobacco use. This program will carry forth the message that tobacco use is dangerous and harmful to oneself and the people around you." Approximately 300 children from McPhee Elementary School marched to the capitol, where they were greeted by Lt. Governor Heineman. The children carried a banner saying "Tobacco Free Nebraska," and pledged their support by placing stickers on the banner with their names. Developed by Snitily Carr Production Group in Lincoln, the ads are designed to communicate with adolescents and young adults with an overall objective of reducing tobacco use in Nebraska. One group of ads will target adolescents with a prevention campaign called "Don't even get me started!" while another campaign will target young adults with the theme "Secondhand smoke is a first-rate killer."
