Projects and strategies should be discussed directly with these organizations and could be realized differently in each European countries, according to the action possibilities of each support group.

Ocean colour from the satellite-borne SeaWiFS sensor can be used to estimate the biomass of phytoplankton near the sea surface. Anyone involved in fisheries is required by the 1996 Fisheries Act to maintain the number of associated or dependent species above a level that ensures their long-term viability, and to maintain the biodiversity of the aquatic environment. In addition, it is becoming clear that the effects of fishing on ecosystems can have significant impacts on fisheries themselves. For example, over-fishing might remove too many carnivores from the top of the food chain, which can change the whole structure of the ecosystem, leading to an increase in phytoplankton and plankton-eating fish, and a decline in zooplankton. Thus, maintaining a balance between fish and mammalian predators is very important for sustaining viable marine ecosystems. As an example, disturbance of the food web is a likely cause of the non-recovery of cod stocks in eastern Canada. The fishery collapsed because of over-fishing, but predation by harp seals may be preventing the cod population from recovering. In other cases, fishing may have lead to an increase in non-commercial fish populations and this has possibly occurred on the Chatham Rise.

For the aboriginals, a nation within Canada having a status equivalent to other provinces will be the basis of their self-government. Thus, the 1st line of the Constitution of Canada shall read the following.

What the province lacks in arable land, it more than compensates for in proximity to some of the world's greatest fishing waters. The celebrated Grand Banks lie just off the coast here, providing a rich bounty both for market and table. Overfishing has recently caused some concern, but the sea continues to provide. Today, however, the bounty is just as likely to be crude oil as fish. Provincial coffers continue to fill as oil is recovered from waters known as "iceberg alley." Minerals, forest products, and hydroelectric power are mainstays in Labrador, a vast area which beckons sportsmen and tourists for a glimpse of North American wilderness unchanged from centuries ago. History Archeological finds at L'Anse-aux-Meadows show that Norsemen established a colony here about 1000 A.D., the only known Viking settlement in North America. Fishing expeditions in the waters off Newfoundland began as early as 1500 and involved the English, French, Spanish, and Portuguese. The rich fishing grounds have beenand continue to bethe single most important factor in shaping the history of the land and its people.
