Unfortunately, many schools provide separate instruction in both settings. For example, in the English classroom, students may explore the theme of good and evil by reading and discussing William Golding's "Lord of the Flies," whereas in the learning center, at-risk students may complete workbook exercises and other fragmented activities unrelated to the instructional theme. Clearly, at-risk learners are more likely to be successful when classroom and learning center teachers provide them with congruent goals, resources, strategies, and skills. An important part of this classroom/learning center connection is cooperative planning time that is built into the teaching assignments of the English staff (Raywid, 1993). These professionals are scheduled weekly for 20-minute periods of teaching and for one period of mutual planning with the learning center staff. During the planning session, the key players discuss their community of learners and organize congruent activities that support effective learning.

In Claremont II , the Court provided its own definition of an adequate education, as follows: (i) Sufficient oral and written communication skills to enable students to function in a complex and rapidly changing civilization; (ii) sufficient knowledge of economic, social, and political systems to enable the student to make informed choices; (iii) sufficient understanding of governmental processes to enable the student to understand the issues that affect his or her community, state, and nation; (iv) sufficient self knowledge and knowledge of his or her mental and physical wellness; (v) sufficient grounding in the arts to enable each student to appreciate his or her cultural and historical heritage; (vi) sufficient training or preparation for advanced training in either academic or vocational fields so as to enable each child to choose and pursue lifework intelligently; and (vii) sufficient levels of academic or vocational skills to enable public school students to compete favorably with their counterparts in surrounding states, in academics or in the job market. Despite the fact that the Court labels its definition as merely a "guideline" of as only a "benchmark", it is obvious that the legislative and executive branches may not adopt something which conflicts with the Court's definitions.

Volunteers can help process doctor and hospital bills, prepare Medicare insurance claims, file Medicare appeals, review Medicare supplemental insurance and explore Medicaid eligibility. The study of adoption subsidy programs by the North American Council on Adoptable Children shows that, in 2001, Kentucky paid the nations fourth highest basic monthly adoption subsidy. Only Connecticut, the District of Columbia, and New Hampshire paid higher basic rates for the support of adopted children. The study, entitled Forever Families: Supports for Families of Children with Special Needs, also shows that Kentucky ranked behind only Connecticut and Ohio in the basic subsidy amount it paid families who care for foster children. The researchers listed the adoption subsidy rates states paid for an 8-year-old child with special needs, deeming those rates to be typical. In 2001, Kentucky paid a basic adoption subsidy of $600 a month for a child that age-the same amount it would pay to support the child in foster care.
